Town Office Building/Police Facility Committee
Tuesday, December 4, 2012 at 6:00 p.m.

Chairman John Goodrich called the meeting to order at 6:03 pm
MOTION made by Peter Matrow to accept the 10/23/12 meeting minutes, seconded by Reed Coles. Dave Beaudoin abstained. It was so VOTED.
John Goodrich reported to committee that Kaestle Boos has entered into the contract phase with the town. There is no final contract yet.
Shane Nolan reported that UEC completed their inspection of the building. The hazmat price is $175,000 not the $80,000 that we had estimated.
Relocating the generator out of the existing building by Troy Brown the electrical contractor could cost something like $50,000 to 60,000
Regarding the zoning, DL started the process and is going to the planning board on 12/18/12. Discussed the issue of the setback from the road. The requested trees and landscaping make a setback of at 20 feet back from road seem reasonable. Discussed parking limits.
Shane Nolan presented a draft project budget. Went through it line by line. Will make minor revisions and committee will vote on the project budget next meeting.
6:25 Reed Coles left for another meeting.
Dan LaRoche reported on the Architectural Design Charrette in Boston. About 23 Monson people attended including 8 high school students and the principal. Each small group of architects included at least one of the Monson attendees. There will be a public forum in January to explore the ideas raised. One common thought raised was that this new building is a cornerstone.
Deb Mahar reported on the building tours. They went to Westminster town offices. She saw possibilities in some of the design ideas. They will be touring Amherst next week.

It was reported that Kurt Kaiser had a work shift change and is unable to attend Tuesday night meetings for up to six months. Discussion on whether committee members schedules allowed for a change to Monday nights. Decision was made to keep the Tuesday, 12/18/12 posted meeting night then move to a Monday night, 1/7/13 and meet again on a Tuesday night on 1/22/13 as that Monday is a state holiday (Martin Luther King Day) and town committees are not allowed to meet on holidays.
Discussed the town’s people being advised as to the committee’s progress. Although committee chairmen had been to a selectmen’s meeting and reported there, committee decided that an article/letter in the Palmer Journal might be timely. John Goodrich will draft an article for committee review.
Committee will meet again in two weeks on Tuesday, December 18, 2012 at 6:00 p.m.
John Goodrich made a MOTION to adjourn meeting. Steve Lobik seconded. And it was so VOTED.
