BOARD OF SELECTMEN
TUESDAY, SEPTEMBER 11, 2012
The regular meeting of the Board of Selectmen convened at 7:00 p.m. in the Conference Room at 29 Thompson Street. In attendance were Dr. Richard M. Smith, Edward A. Maia and Edward S. Harrison. Also present were Town Administrator Gretchen E. Neggers and the media.
The Pledge of Allegiance was recited, followed by a moment of silence in remembrance of the terror attacks of September 11, 2001.
Acceptance of Meeting Minutes:
Mr. Harrison made a motion to accept the meeting minutes of August 28, 2012 – open session and June 26 and July 10, 2012 – executive sessions. Mr. Maia seconded and it was so VOTED.
Request for appointment of PT Police Officer:
Auxiliary Police Officer Michael Goldberg and Police Chief Stephen Kozloski approached the Board of Selectmen.
Chief Kozloski explained he lost a few part-time officers to positions in other police departments, which created this opening.
Officer Goldberg explained his background.
Mr. Maia made a motion to appoint Michael Goldberg as a part-time Police Officer for the Town of Monson effective immediately through December 31, 2012. Mr. Harrison seconded and it was so VOTED.
Award Bid – Tennis Court Replacement – Palmer Paving:
Ms. Neggers reiterated the town was awarded $500,000.00 in grant funding by the Commonwealth at the end of June. One of the projects identified for funding was the repair/replacement of the tennis courts. This is a combined project with the insurance company for the repair of the fencing following the tornado.
Ms. Neggers noted four bids were received with Palmer Paving being the lowest bidder at $57,492, adding in the fence at $20,000, for a total project cost of $77,492.00.
Ms. Neggers noted the tennis courts will essentially be the same as before.
Mr. Maia made a motion to award the bid for the tennis court reconstruction to Palmer Paving in the amount of $77,492.00. Mr. Harrison seconded and it was so VOTED.
Award Bid – Keep Museum/Flynt Park Tornado Cleanup – Rocky Mountain Wood:
Ms. Neggers explained this bid is for the tornado cleanup of the forested area that runs from Keep Museum to Flynt Park. Forester Scott Gerrish of Forestland Management developed the bid perspective and will oversee this project. Mr. Gerrish also submitted the cutting plan to the state, which was approved.
Ms. Neggers noted four bids were received with Rocky Mountain Wood being the lowest bidder at $2,480.00 per acre of cleanup.
Ms. Neggers said it is expected that about sixty acres will be cleaned up out of the approximately sixty to one hundred acres impacted, and noted the actual total number of acres cleaned up will be determined as we get into the project. One hundred eighty five thousand dollars has been allocated for this project. This project will mitigate the risk for fire, and enhance the area for recreational uses. Ms. Neggers said left over funding will be used for trail enhancements, such as wood chips for the trails to assist with erosion control and to perhaps plant some native species trees in the area.
Mr. Harrison made a motion to award the bid for the Keep Museum/Flynt Park tornado cleanup to Rocky Mountain Wood of Wilbraham, Mass. in the amount of $2,480.00 per acre. Mr. Maia seconded and it was so VOTED.
Correspondence was read and completed.
In Other Business to Come Before the Board of Selectmen:
Dr. Smith noted a fundraiser will be held at the Elks Lodge on Chapin Street in Ludlow, Mass. on September 23rd at 1:00 p.m. for Rowan Baker. At 7:18 p.m., Mr. Maia made a motion to adjourn from open session to go into executive session to discuss non-union contractual strategy – MGL c.30A, /sec. 21 (2), not to return to open session. Mr. Harrison seconded and it was so VOTED.
