BOARD OF SELECTMEN
TUESDAY, NOVEMBER 24, 2009

The regular meeting of the Board of Selectmen convened at 7:00 p.m. in the Conference Room at 110 Main Street. In attendance were Richard E. Guertin, Edward S. Harrison and John F. Goodrich II. Also present were the Town Administrator and the media.

The Pledge of Allegiance was recited.

Acceptance of Meeting Minutes:
Mr. Harrison made a motion to accept the meeting minutes for November 10, 2009 – open session. Mr. Goodrich seconded and it was so VOTED.

Tax Classification Hearing – Board of Assessors:
The hearing was opened at 7:00 p.m. Principal Assessor Ann Murphy approached the Board of Selectmen. Ms. Murphy presented the Board of Selectmen with the attached handouts and explained the comparison for the FY 2010 tax year, and the three different options available. The proposed tax rate is $13.45.

Mr. Harrison made a motion to use the one tax rate residential factor that has been the past practice, for the ensuring year. Mr. Goodrich seconded and it was so VOTED.

Mr. Harrison made a motion not to have a residential exemption and to maintain the current status. Mr. Goodrich seconded and it was so VOTED.

Mr. Harrison made a motion not to permit the use of a small commercial exemption and to maintain the methodology we are currently using. Mr. Goodrich seconded and it was so VOTED.

Ms. Murphy noted Monson has 2700 residential properties and foreclosures this past year were in the very low teens in Monson with very limited impact, and added foreclosures aren’t considered a fair market value. Every three years, a re-evaluation is done on properties in town and Ms. Murphy added this year is not a re-evaluation year; therefore the values are already set. The FY10 is based on FY08 home sales. Ms. Murphy noted the 2008 homes sales are above the assessed values.  Most FY09 sales are coming in below the assessed values.

Hearing on the Application of Maria’s Pizzeria and Seafood, Inc. for an On-Premise Beer and Wine License for Establishment at 52 Main Street:
Maria Markopoulos, the owner/manager of Maria’s Pizzeria and Seafood, Inc. approached the Board of Selectmen. It was noted the abutters had been notified of the hearing and Ms. Markopoulos handed Ms. Neggers the green slips.

Ms. Markopoulos stated she has not taken the TIPS (Training for Intervention Procedures) course, but would be willing to. Mr. Guertin said it is strongly recommended for anyone who will be selling/serving liquor.

There wasn’t anyone in the audience to speak in favor of or against the liquor license for Maria’s Pizzeria and Seafood, Inc.

Mr. Harrison made a motion to approve the license for beer and wine for Maria’s Pizzeria and Seafood, Inc., contingent upon Ms. Maropoulos completing the TIPS course within a reasonable time frame. Mr. Goodrich seconded and it was so VOTED.

Correspondence was read and completed.

In Other Business to Come Before the Board of Selectmen:
  • Ms. Neggers said a memorandum had been received from Chief Kozloski requesting the appointment of Ross M. Kuchyt as a part-time dispatcher as he has now completed his training. Mr. Harrison made a motion to appoint Ross M. Kuchyt as a part-time dispatcher effective immediately through June 30, 2010. Mr. Goodrich seconded and it was so VOTED.
  • Mr. Guertin reminded the listening audience about the up-coming Arts Council craft fair this Saturday and Sunday from 9:00 a.m. to 4:30 p.m. On Saturday a man from Vermont known as Chain Saw Art will be on the lawn of Memorial Hall carving tree trunks, etc and selling items he has made.
  • Mr. Guertin wished everyone a Happy Thanksgiving, and noted Santa Claus will be turning the Christmas lights on along Main Street on Saturday night, beginning at 4:30 and commencing at the Fire Station with hot chocolate and cookies being served. Mr. Guertin also explained how the child is chosen from names submitted to assist in the turning on of the Christmas lights.
Mr. Harrison made a motion to adjourn the meeting at 7:45 p.m. to go into executive session for the purpose of discussing collective bargaining, not to return to open session. Mr. Goodrich seconded and it was so VOTED.
