BOARD OF SELECTMEN
TUESDAY, DECEMBER 2, 2008
The regular meeting of the Board of Selectmen convened at 7:00 p.m. in the Conference Room at 110 Main Street. In attendance were Richard E. Guertin and Edward S. Harrison. Kathleen C. Norbut was absent. Also present were the Town Administrator and the media.
The Pledge of Allegiance was recited.
Fiscal 2009 Tax Classification Hearing with Board of Assessors:
Principal Assessor Diane Hildreth approached the Board of Selectmen. Ms. Hildreth presented the Selectmen with handouts explaining the required three votes, as attached.
Ms. Hildreth explained 92½% of properties in Monson are classified as residential, with the remaining 7½% of the properties classified as commercial, industrial and personal property. Ms. Hildreth noted the current tax rate on properties in Monson is $11.92, and was projecting a tax rate of $12.61 for the 2009 Fiscal Year; an increase of 69¢ per thousand dollars on the evaluation of the property.
Ms. Hildreth explained the Residential Factor, the Residential Exemption and the Small Commercial Exemption, as well as comparisons for FY ’08 and FY’09 between the residential values, median home, average home, average residential tax bills, commercial value, etc. (also attached).
Mr. Harrison made a motion not to shift the tax burden among residential to commercial, industrial, personal property or shift from commercial, industrial, personal property to residential. Mr. Guertin seconded and it was so VOTED.
Mr. Harrison made a motion not to except a Residential Exemption of up to 20%, only among owner occupied residential parcels with the burden going only to other residential class parcels. Mr. Guertin seconded and it was so VOTED.
Mr. Harrison made a motion not to have a Small Commercial Exemption of up to 10% to qualified eligible parcels with the burden going to the remainder of non-qualified parcels with the commercial class of property. Mr. Guertin seconded and it was so VOTED.
This will maintain the classification the Town is/and has been using.
At 7:30 p.m., Mr. Harrison made a motion to adjourn. Mr. Guertin seconded and it was so VOTED.
