BOARD OF SELECTMEN
TUESDAY, AUGUST 29, 2006
The regular meeting of the Board of Selectmen convened at 7:00 p.m. in the conference room at 110 Main Street. In attendance were Richard E. Guertin, Edward S. Harrison and Kathleen C. Norbut. Also present were the Town Administrator and the media.
The Pledge of Allegiance was recited.
Acceptance of Meeting Minutes:
Mr. Harrison made a motion to accept the meeting minutes of August 8, 2006 – open session. Ms. Norbut seconded noting a typo on page 3 and it was so VOTED as amended.
Pole Petition #8230 – for the placement of one jointly owned pole on Carpenter Road:
Ms. Norbut read the petition into the record. There was no one in the audience to speak for or against the petition. The Water/Sewer and Highway Departments expressed no objection to the pole location.
Ms. Norbut made a motion to accept pole petition #8230 as presented. Mr. Harrison seconded and it was so VOTED.
Pole Petition #8231 – for the placement of one jointly owned pole on King Street:
Ms. Norbut read the petition into the record. There was no one in the audience to speak for or against the petition. The Water/Sewer and Highway Departments expressed no objection to the pole location.
Ms. Norbut made a motion to accept pole petition #8231 as presented. Mr. Harrison seconded and it was so VOTED.

Ms. Norbut read the petition into the record. There was no one in the audience to speak for or against the petition. The Water/Sewer and Highway Departments expressed no objection to the pole location.
Ms. Norbut made a motion to accept pole petition #8232 as presented. Mr. Harrison seconded and it was so VOTED.
Affirm Finance Director Appointments:
Deborah Mahar approached the Board of Selectmen. Ms. Mahar read Massachusetts General Law Chapter 43C, Section 11 into the record which pertains to her appointing all personnel under her direction and control now that she has been appointed Director of Finance and Budget. Ms. Mahar was requesting the following employees be appointed:
· Dorothy Jenkins – Town Collector effective 8/9/2006 through 6/30/2009
· Kathy Carr – Assistant Town Collector effective 8/9/2006 through 6/30/2007
· Claireann Forgues – Clerical Assistant effective 8/9/2006 through 6/30/2007
· Martha Gilmore –Assistant Town Accountant eff. 8/9/2006 through 6/30/2007
· Cristina Pedro – Town Treasurer effective 8/9/2006 through 6/30/2007
· Julianne Potter-Human Resource/Finance Assistant eff 8/9/06 through 6/30/07
· Audra Harris – Assistant Assessor effective 8/9/2006 through 6/30/2007
Mr. Harrison made a motion to appoint the employees listed above as requested by Ms. Mahar. Ms. Norbut seconded and it was so VOTED.
Approve CPA Ballot Question:
Mr. Guertin stated the Community Preservation Act was presented and approved at the last Town meeting. Tonight the Board of Selectmen are approving the placement of the CPA question on the ballot for the fall election.
Mr. Harrison made a motion to approve the placement of the CPA question on the ballot for the November primary. Ms. Norbut seconded and it was so VOTED.
Westview Farms Inc. – Request for Town to Determine Right of First Refusal:
Mr. Guertin said the Board of Selectmen have received correspondence from the Conservation Commission and the Planning Board regarding 34.2 acres of land on East Hill Road owned by Westview Farm Inc. Neither commission expressed an interest in pursuing town ownership of this property.
Ms. Norbut made a motion to not exercise the right of first refusal for the property owned by Westview Farm Inc. on East Hill Road. Mr. Harrison seconded and it was so VOTED.
Adjust ZBA Member Term of Appointment:
Mr. Harrison made a motion to reappoint David Beaudion to the Zoning Board of Appeals effective July 1, 2006 through June 30, 2007. Ms. Norbut seconded and it was so VOTED.
Repair of Maple Lawn Drive:
Mr. Guertin said a petition has been received from the residents on Maple Lawn Drive for repair to their road. This request will be forwarded to John Morrell.
Banner Request:
A banner request has been received from the U.S. Postal Service for a banner displaying “U.S. Passport here – Photos also available”. The Post Office is requesting the banner to be hung up on September 5th for a fourteen day period.
Mr. Harrison made a motion to allow the Post Office to display their banner for the specified period of time. Ms. Norbut seconded and it was so VOTED.
Quaboag Riders Request for One-day Entertainment License:
Mr. Guertin read the letter from Quaboag Riders into the record requesting a one-day entertainment license for September 16th from 1:00 p.m. to 11:00 p.m. The Board of Selectmen agreed the town has never had any problems with any functions held by Quaboag Riders Inc. Ms. Neggers said she has spoken with Mr. O’Connell of Quaboag Riders, Inc and with Chief Kozloski. Ms. Neggers said Chief Kozloski has also placed a call to Mr. O’Connell expressing any concerns he might have as well.
Mr. Harrison made a motion to approve a one-day entertainment license for the request as written. Ms. Norbut seconded and it was so VOTED.
Traffic Study – Maxwell Road:
It was explained the residents of Maxwell Road have requested a traffic study for their road.
Ms. Norbut made a motion to have Chief Kozloski complete a traffic study and to pass it on to the state once it is completed. Mr. Harrison seconded and it was so VOTED.
Personnel Policy Approval:
Mr. Guertin read the newly amended paragraph for the Personnel Policy into the record which states: “Federal and state laws require that veterans and reservists be granted certain employment rights. The Town of Monson will comply with all applicable laws and regulations governing initial active duty for training, inactive duty training (such as weekend drills) and temporary and long term active duty”.
Ms. Norbut made a motion to approve the Personnel Policy as provided and amended for the Town of Monson. Mr. Harrison seconded and it was so VOTED.
Mr. Harrison thanked everyone who served on the Personnel Policy Committee and added it is nice to have something concrete.
Mr. Guertin said a lot of time was put into the creation of this policy and thanked everyone for working on the policy as well.
Correspondence was read and completed.
In Other Business to Come Before the Board of Selectmen:
Mr. Guertin announced school has started and residents should leave home a little earlier to allow for the school bus traffic.
Also in other business, Mr. Harrison said he was approached by a citizen inquiring on the status of a speed study submitted about a year ago for Cedar Swamp Road. The Board of Selectmen agreed this did not sound familiar to them. Mr. Harrison made a motion to ask Chief Kozloski to initiate a speed study on Cedar Swamp Road. Ms. Norbut seconded and it was so VOTED.
Ms. Norbut mentioned Hurricane Katrina and seeing the one year anniversary documented by excellent speakers, and added, even with the flooding Monson had in October, it is amazing and remarkable how communities work together to help one another.
At 7:55 p.m., Mr. Harrison made a motion to adjourn from open session to go into executive session for the purpose of discussing collective bargaining (AFSCME), not to return to open session. Ms. Norbut seconded and it was so VOTED.
