BOARD OF SELECTMEN
TUESDAY, AUGUST 23, 2005
The regular meeting of the Monson Board of Selectmen convened at 7:00 p.m. in the Conference Room at 110 Main Street. In attendance were Richard E. Guertin and Edward S. Harrison. Kathleen C. Norbut did not attend this meeting. Also present were the Town Administrator and the media. Town Counsel was not present at this meeting.
The Pledge of Allegiance was recited.
Accept Minutes of July 26, 2005 Open Session; July 12, 2005 and August 2, 2005 Executive Sessions:
Mr. Harrison made a motion to accept the meeting minutes of July 26, 2005 Open Session; July 12, 2005 and August 2, 2005 Executive Session. Mr. Guertin seconded and it was so VOTED.
Monson Arts Council Request for Special Beer & Wine License:
Nancy Bryant approached the Board of Selectmen and explained the Monson Arts Council will be holding a fundraising auction in Memorial Hall on September 17, 2005 from 5:00 p.m. to 9:00 p.m. The Monson Arts Council is requesting a one day Beer and Wine license for the day of the auction, as wine will be served during the event. The Monson Arts Council is also looking for the donation of new and good quality used items for the auction. Mr. Harrison made a motion to approve the Monson Arts Council’s request for a one day Beer and Wine license on September 17, 2005, contingent on certificate of liquor liability insurance, at Memorial Hall for the hours of 5:00 p.m. to 9:00 p.m. Mr. Guertin seconded and it was so VOTED.
Banner Request – Monson Arts Council Play – 10/08/05-10/30/05:
Nancy Bryant approached the Board of Selectmen regarding the banner request by the Monson Arts Council. The Monson Arts Council is requesting a yellow 3’ by 10’ banner with red lettering be displayed across Main Street from October 8, 2005 to October 30, 2005 announcing “The Monson Arts Council Presents “The Spitfire Grill” – A Musical October 2005 – Memorial Hall”. Mr. Harrison made a motion to allow the Monson Arts Council to fly their banner from October 8th through October 30, 2005 as stated. Mr. Guertin seconded and it was so VOTED.
Receive Request for Determination – Removal of Land from Chapter 61A – John and James Arooth – Macomber and Upper Palmer Roads:
Ms. Neggers explained the Arooth brothers are requesting land on Macomber Road and Upper Palmer Road be removed from Chapter 61A to allow the sale of the property. A response has been received from the Planning Board and the Board of Selectmen are now awaiting a response from the Conservation Commission prior to taking any further action.
Appoint Special Police Officer:
Chief Kozloski approached the Board of Selectmen to request the appointment of David Williamson as Special Police Officer. Mr. Williamson resides in Ludlow and has attended the full-time Police Academy. Mr. Williamson is currently a part-time officer in other towns as well as in Monson. Mr. Guertin questioned the screening process initiated by the Monson Police Department, which is used to screen officers in auxiliary status prior to recommending the officer be promoted to Special Police Officer part-time status. Officer Emerson is the Field Trainer in charge of screening the auxiliary officers in the program. Chief Kozloski explained the field screening time varies depending on whether the officer has attended the part-time academy, full-time academy or both, and the amount of on job exposure they have experienced.
Mr. Harrison made a motion to appoint David Williamson as a Special Police Officer, effective immediately through June 30th 2006. Mr. Guertin seconded and it was so VOTED.
There wasn’t any new business to come before the Board of Selectmen.
Correspondence was read and completed.
At 8:35 p.m., Mr. Guertin made a motion to adjourn from open session to go into executive session for the purpose of discussing collective bargaining (AFSCME; IBPO), non- union contractual negotiations and the matter of litigation, not to return to open session. Mr. Harrison seconded and it was so VOTED.
