BOARD OF SELECTMEN
TUESDAY, JULY 26, 2005
The regular meeting of the Monson Board of Selectmen convened at 7:00 p.m. in the Conference Room at 110 Main Street. In attendance were Kathleen C. Norbut, Richard E. Guertin and Edward S. Harrison. Also present were the Town Administrator and the media. Town Counsel was not present at this meeting.
The Pledge of Allegiance was recited.
Accept Minutes of July 12, 2005 – Open Session:
Mr. Guertin made a motion to accept the meeting minutes of July 12, 2005 – open session. Mr. Harrison seconded and it was so VOTED.
Police Department Appointments – Various:
Shannon Bingle and Eric Jones approached the Board of Selectmen. Ms. Norbut said Officer Bingle has been volunteering her time training, in Monson, as an auxiliary officer. Chief Kozloski has recommended Officer Bingle be appointed as a special police officer. Mr. Jones is a recent graduate from Monson High School and has volunteered his time training in the dispatch area in the Monson Police Department. Mr. Jones has also successfully completed the state mandated 9-1-1 training. Chief Kozloski has recommended Mr. Jones be appointed as a part-time emergency dispatcher. Mr. Harrison made a motion to appoint Officer Shannon Bingle to the position of special police officer effective immediately through June 30, 2006 Mr. Guertin seconded and it was so VOTED. Mr. Harrison made a motion to appoint Eric Jones as a part-time
emergency dispatcher effective immediately through June 30, 2006. Mr. Guertin seconded and it was so VOTED.
Chief Kozloski recommended David Williams be appointed as an auxiliary officer. Officer Williams resides in Ludlow, has attended the full-time police academy and works part-time as a Holland officer.
Chief Kozloski recommended William Jacques be appointed as an auxiliary officer. Officer Jacques is from East Longmeadow, completed the part-time police academy and works as an auxiliary officer in West Springfield.
Chief Kozloski recommended Adam Szymanski be appointed as an auxiliary officer. Officer Szymanski is from Agawam and works as an auxiliary officer in Enfield.
Mr. Guertin made a motion to appoint David Williams, William Jacques and Adam Szymanski as part-time auxiliary officers effective immediately through June 30, 2006. Mr. Harrison seconded and it was so VOTED.
Chief Kozloski stated he has started to funnel new officers through a voluntary auxiliary program where they work unpaid and with more seasoned police while they are screened, prior to being promoted to reserve officers who are able to work alone. Screening the officers allows Chief Kozloski to weigh their commitment to the town and to the department before the police department invests a lot of energy into training, and allows the best opportunity to take a look at the candidates. This brings the special police officer contingent up to twelve, if the aforementioned candidates are successful in their field training and are eventually put forward to the Board of Selectmen for appointment. Chief Kozloski said he would like to see twelve special police officers in the department to see if this is sufficient for fill
ins’ when other officers are on vacation or out sick. Under some circumstances, Chief Kozloski can fill open shifts using the part-time officers.
Review “To Do” List Format/Items:
Ms. Neggers had drafted a format listing the items on the “To Do” list based on the discussion, which ensued at the last Board meeting. Mr. Guertin stated he would like to see an aerial view of projects on the list where each item would document everything that has happened pertaining to that item. This way, if there were a delay in any of the projects, you would be able to see why it was delayed. Mr. Harrison said he would like to see the anticipated date for the completion of the projects listed on the chart as well as the completion date. By showing the anticipated completion date it will allow for the planning of the resource allocation. Ms. Neggers said very few of the items would function as far as establishing dates as most of them are things the town doesn’t control, for example the South Main
Street School. At minimum it will be two years for this project to be completed. The Margaret Street landfill will be guessing, which the Board of Selectmen agreed guessing would be fine. Mr. Guertin said he feels if the Board is not monitoring the progression of these items, it would take longer to complete the projects then it should in some cases. Ms. Neggers agreed to make the modification to the format with Mr. Guertin’s assistance.
Correspondence was read and completed.
In Other Business to Come Before the Board of Selectmen:
Ms. Neggers said a banner request has been received from the Monson Arts Council for their Art Show in April of 2006. The Arts Council would like permission to have the banner displayed from April 1, 2006 through April 24, 2006, to advertise the Art Show. This is more then the allotted three-week period specified in the Banner Regulations. The Art Show runs from April 8th through April 23rd. Mr. Guertin made a motion to approve the banner request to be flown for the three-week period of the Art Council’s choice within the days stated. Mr. Harrison seconded and it was so VOTED.
Ms. Norbut said a Road Race developed, marketed and produced by the race director, Alison Evans, was held to help her achieve the Gold Award in Girl Scouts. The approximately $1,000.00 raised will be donated to the Monson Free Library. Approximately fifty runners and several walkers participated in the race.
At 8:00 p.m., Mr. Harrison made a motion to adjourn from open session to go into executive session for the discussion of collective bargaining (AFSCME; IBPO) and non-union contractual negotiations, not to return to open session. Mr. Guertin seconded and it was so VOTED.
