MONSON BOARD OF SELECTMEN
TUESDAY, JANUARY 11, 2005
The regular meeting of the Board of Selectmen convened at 7:00 p.m. in the Conference Room at 110 Main Street. In attendance were James R. Manning and Richard E. Guertin. Kathleen C. Norbut arrived at 7:15 p.m. Also present were the Town Administrator and the media. Town Counsel was not present.
Eric and Jennifer, of Venture Crew 168 led the Pledge of Allegiance.
Mr. Guertin made a motion to accept the meeting minutes of December 28, 2004 – executive session. Mr. Manning seconded and it was so VOTED.
At 7:05 p.m., a public hearing was held regarding a request to approve the stock ownership change, as related to a liquor license held by Fat Cat Capital, Inc., d/b/a Mustang Sally’s. Mr. Guertin explained this is a request to change ownership of the corporation from Samantha and Nicholas Guiggio to Christine and Paul Kellner, and added the paperwork appeared to be in order. Ms. Neggers said Town Counsel has also reviewed the application and the changes have been made as requested, and added this does not effect the operating terms or conditions of the license, just the ownership of the entity. All of the abutters were notified by certified mail. There was no one in the audience to speak in favor of or against the change. Mr. Guertin made a motion to approve the transfer of the corporate ownership from
Samantha and Nicholas Giuggio to Christine and Paul Kellner. Mr. Manning seconded and it was so VOTED. The hearing was closed at 7:10 p.m. Ms. Neggers said the documents will be forwarded to the ABCC in Boston.
Ms. Neggers said she has given the Board of Selectmen a copy of an e-mail she received from Laurel Foley of the Pioneer Valley Planning Commission. The Housing Rehab Program from FY ’02 has been completed. Ms. Neggers explained there were some code issues in one of the homes repaired in the Housing Rehab Program that still needed to be addressed and there are no remaining funds in the grant. They are asking the Board of Selectmen’s approval to use $2,125.00 from Program Income to pay for the extra work on this particular project. This will remain as a permanent lien on the property. Mr. Guertin made a motion to approve of the use of Program Income to pay for the extra work that was done on this project in the amount of $2,125.00. Mr. Manning seconded and it was so VOTED.
In other business to come before the Board of Selectmen, Ms. Neggers explained Mr. Morrell has indicated that he has expended all of the appropriations in the Snow and Ice account due to expenses going way up. The cost of the salt for the roads has increased from $33.00 to $48.00 per ton. Mr. Guertin made a motion to approve an additional $100,000.00 to be moved towards the snow and ice removal under the category of Deficit Spending. Mr. Manning seconded and it was so VOTED. Ms. Neggers added this is outlined in the Mass. General Laws Chapter 44 Section 31D. This is a very normal procedure and is done every year. The next component of this request is to be approved by the Finance Committee before any bills are paid.
Correspondence was read and completed.
Also in other business to come before the Board of Selectmen, Ms. Norbut explained a $750.00 grant has just been received from the Anti Defamation League, which is part of the matching grant for the No Place for Hate incentive. Last year a $500.00 grant was received. The Community Relations Committee is moving forward with a new project. Last spring and summer, the Library put together a book read program and also a theatrical production of the Laramie Project. This year they are again looking for a spring production. The issues that will be highlighted in both, the up-coming book read and production will be geared toward racism and particularly religious persecution. Ms. Norbut explained Monson is only one of a dozen towns certified for four years in a row, going on year number five, and added, Monson has taken
leadership in our region.
At 7:25 p.m., Mr. Guertin made a motion to adjourn from open session to go into executive session for the purpose of contractual and collective bargaining discussions. Ms. Norbut seconded and it was so VOTED.
