MONSON BOARD OF SELECTMEN
AUGUST 10, 2004
The regular meeting of the Board of Selectmen convened at 7:00 p.m. in the Conference Room at 110 Main Street. In attendance were James R. Manning, Kathleen C. Norbut and Richard E. Guertin. Also present were the Town Administrator and the Media. Town Counsel was not present.
Mr. Guertin made a motion to accept the meeting minutes of June 22, 2004 – executive session and July 13, 2004 – open and executive sessions. Ms. Norbut seconded and it was so VOTED.
Lee Williams did not attend this meeting, as planned, for a discussion regarding a request for the Monson Memorial Classic Road Race. Ms. Neggers said she would invite Ms. Williams to the next Selectmen’s meeting, scheduled for August 24th.
Mr. Manning said the “Monson Supports Our Troops” banner is currently being displayed over Main Street. This banner was previously discussed at the Selectmen’s meeting on July 13, 2004, and it was decided at that time a banner policy should be put into place. Ms. Neggers drafted a Banner Policy parallel to the format, and with much of the same language, found in the Memorial Hall Use Policy. Ms. Neggers also received helpful information from the Selectmen’s Office in the Town of Wilbraham, as they have some of the same issues regarding banners. Ms. Neggers spoke with Fire Chief Harris, as the Fire Department has been helpful in putting the banners up and taking them down as a courtesy. If for some reason, the Fire Department were unable to put up or remove a banner, the organization would need to
hire someone with a bucket truck to do this. Ms. Neggers reviewed this with Chief Harris, so as not to commit the town. Mr. Guertin suggested placing a signature line on the application for the Board of Selectmen to sign on once the placement of a banner had been approved. Mr. Guertin also felt maybe the kind of criteria the Board of Selectmen are going to use in their determination should also be shown in the policy, along with the dates the banner would be put up and taken down. Mr. Manning stated the banners would be allowed at the discretion of the Board of Selectmen and that the draft does include a place for the dates the banner would be allowed. Ms. Norbut suggested on page 3 of the Banner Request Application, having it read as follows: No request for placement of a banner on municipal property is complete until a signed original of this form is received and approved by the Board of Selectmen. Please make a copy of this form for your files before submitting it and confirm
with the staff the Board of Selectmen has acted upon it before proceeding. Ms. Norbut added this language would make it more definitive. The Board of Selectmen agreed to this wording and to the placement of a signature line at the bottom of the second page of the application. Mr. Guertin made a motion to approve the town’s policy for placement of banners on municipal property as presented and with the changes discussed. Ms. Norbut seconded and it was so VOTED. Ms. Norbut thanked Ms. Neggers for her work in drafting this policy.
Mr. Guertin made a motion to reappoint Special Police Officer Kenneth Janaczek from July 1, 2004 through June 30, 2005. Ms. Norbut seconded and it was so VOTED.
In regard to the determination for the Right-of-First-Refusal, for 73 acres of land on Carpenter Road owned by the Estate of Carlos McCray, Mr. Manning stated this request hasn’t been forwarded to the Planning Board or the Conservation Commission for their input. It was agreed to have Ms. Neggers forward this request to the Planning Board and to the Conservation Commission, for them to forward back to the Board of Selectmen, recommendations from their prospective.
In other business to come before the Board of Selectmen, Ms. Norbut thanked Denise Morgan, of Morgan Graphics for the work she did on the “Monson Supports Our Troops” banner.
Correspondence was read and completed.
At 7:30 p.m., Ms. Norbut made a motion to adjourn from open session. Mr. Guertin seconded and it was so VOTED.
