MONSON BOARD OF SELECTMEN
TUESDAY, DECEMBER 9, 2003
The regular meeting of the Board of Selectmen convened at 7:00 p.m. in the Conference Room at 110 Main Street. In attendance were Richard E. Guertin and Kathleen C. Norbut. James R. Manning was absent. Also present was the media. Town Counsel and the Town Administrator were not present at this meeting.
Ms. Norbut noted two changes in the open session meeting minutes of November 25, 2003. The first change was on page two where is stated Mr. Miller has worked on a couple of surveys recently, it should have stated Mr. Miller and Chief McKenzie worked on the surveys together. The second change was on the first page; the word Monson had an extra “o” in it. Ms. Norbut made a motion to accept the open session meeting minutes of November 25, 2003 as amended. Mr. Guertin seconded and it was so VOTED.
A hearing commenced at 7:05 p.m. for pole petition #7898 – Hovey Road – for the installation of one new pole. Ms. Norbut read the petition into the record. There was no public comment or input. The Water/Sewer and Highway Departments expressed no objection to the pole location. Ms. Norbut made a motion to accept pole petition #7898 as presented. Mr. Guertin seconded and it was so VOTED.
A hearing commenced at 7:06 p.m. for pole petition #7908 – Cedar Swamp Road – for the installation of one new pole. Ms. Norbut read the petition into the record. There was no public comment or input. The Water/Sewer and Highway Departments expressed no objection to the pole location. Ms. Norbut made a motion to accept pole petition #7908 as presented. Mr. Guertin seconded and it was so VOTED.
A hearing commenced at 7:07 p.m. for pole petition #7909 – Wilbraham Road – for the installation of one new pole. Ms. Norbut read the petition into the record. There was no public comment or input. The Water/Sewer and Highway Departments expressed no objection to the pole location. Ms. Norbut made a motion to accept pole petition #7909 as presented. Mr. Guertin seconded and it was so VOTED.
Bob Richardson, Andy Piwcio and Carolyn Bedard approached the Board of Selectmen regard an up-date on the Santa Train. Mr. Richardson stated the Santa Train will be held on December 20th from 8:00 a.m. to 3:00 p.m. This year the train will start on Washington Street. They are looking for volunteer Santa’s and people to clean up after. Anyone wishing to volunteer may contact Mr. Richardson in his office in Palmer at 283-9931. Mr. Guertin thanked Mr. Richardson and everyone involved, for doing the Santa Train and added it is very much appreciated and means a lot to the children. Mike O’Grady of Adams IGA, is going to decorate a train car and Adams IGA is going to donate all the candy. Mr. O’Grady is going to contact other organizations to see if they too would like to decorate one of the three
remaining train cars. Mr. Piwcio said Chief McKenzie has spoken with him and the Police Department will be doing the child identification program for the children, just as they did two years ago with the last Santa Train. Mr. Piwcio also said. in the past Diversified Metals have agreed to the use of their parking lot for a parking area and he will speak to them this year as well.
John Morrell approached the Board of Selectmen regarding an up-date on the Green Street Infrastructure Project. Mr. Morrell said he and Craig Jalbert, of the Water/Sewer Department, are quite pleased with the way everything went. The contractor was able to accomplish what he had hoped he would. The new water main is installed, completed and in use. Approximately 38 new services were installed as well as all new hydrants. All the water related issues are pretty much complete. In the spring, a new storm drain system will be installed, the sidewalk reconstruction will be done, along with the installation of new curbing with any old curbing being reset and finishing with the resurfacing and repainting of lines on the road. Mr. Morrell asked the Board of Selectmen to lift the temporary parking restrictions on Lincoln
Street, Green Street, Squier Avenue and a portion of Bridge Street, effective immediately. Mr. Morrell said he has also requested the Police Department to lift this parking ban as well. However, the winter parking ban is still in effect from 1:00 a.m. to 6:00 a.m.
Ms. Norbut made a motion to lift the temporary parking ban on Lincoln Street, Green Street Squier Avenue and a portion of Bridge Street. Mr. Guertin seconded and it was so VOTED.
Mr. Morrell said he would notify the Board of Selectmen as to when the parking ban will go back into effect in the spring. Ms. Norbut thanked Mr. Morrell, Mr. Jalbert and all the people who worked on this project doing it efficiently and smoothly, and the businesses for their cooperation as well. Mr. Guertin added he appreciated Mr. Morrell and Mr. Jalbert for staying on top of this project.
Mr. Morrell also gave an update on Lower Hampden Road as requested by Ms. Norbut. Mr. Morrell said there are approximately fourteen more easements and right of way entry forms they need to have signed and returned. Approximately one hundred forms have been done. The state is requiring this to be done by February of 2004. Since Mr. Morrell had an article in the newspaper regarding this project and the need for the return of the forms, these issues have been moving right along. Mr. Morrell said there is some land swapping which will need to go to a Town Meeting. There doesn’t appear to be any problems in this area in speaking with the residents. There are also drainage easements that will have to be done with permission from the residents in order to access the property for maintenance purposes. The Hospital
Road Project is all set to go.
The last item on the agenda was to renew licenses. Mr. Guertin said there were two businesses that will not be renewing their liquor licenses and there are two businesses that have not submitted signed renewal applications as yet. Monson Italian Pizzeria did not wish to renew their liquor license and Giuseppina’s are no longer in business. CJ’s and Captain’s Inn haven’t submitted their forms yet, but do intend to renew their licenses.
Ms. Norbut made a motion to approve the common victualer all alcoholic liquor licenses for the Monson Café Inc d/b/a Hoagie Heaven, Orange Lantern, Tee Jay’s Inc, Golf Two Enterprises, Inc. d/b/a Quaboag-Valhalla Restaurant, and Fat Cat Capital d/b/a Mustang Sally’s. Mr. Guertin seconded and it was so VOTED.
Ms. Norbut made a motion to approve the retail package store licenses for Main Street Liquors, DeMaio Discount Package Store, Inc. and Monson Markets, Inc. d/b/a Adams Discount Liquors. Also approved were the club liquor licenses for the Quaboag Riders, Inc. and the Polish American Citizens Club. Mr. Guertin seconded and it was so VOTED.
Ms. Norbut made a motion to approve the common victualer licenses for Paul Roger Dion d/b/a Norcross House Café and Best Bet, Inc. d/b/a Mug’n’Muffin. Mr. Guertin seconded and it was so VOTED.
Ms. Norbut made a motion to approve the automatic amusement and pool table licenses for Tee Jay’s Inc., the Polish American Citizens Club, Monson Bowling Alleys, Monson Café Inc. d/b/a Hoagie Heaven and Fat Cat Capital, Inc. d/b/a Mustang Sally’s. Mr. Guertin seconded and it was so VOTED.
Ms. Norbut made a motion to approve the entertainment licenses for Tee Jay’s Inc., Quaboag-Valhalla Restaurant, Polish American Citizens Club, Inc., Orange Lantern, Inc., Monson Café, Inc. d/b/a Hoagie Heaven, Fat Cat Capital, Inc. d/b/a Mustang Sally’s and Donald Bean d/b/a Partridge Hollow Camping Area. Mr. Guertin seconded and it was so VOTED.
Ms. Norbut made a motion to approve the motor vehicle Class I licenses for Ray’s Mobil Home Park and Trailers of New England Inc. Mr. Guertin seconded and it was so VOTED.
Ms. Norbut made a motion to approve the motor vehicle Class II licenses for John Bee Auto Body, P & F Auto Parts, Liz Motor Sales, Raymond LaBonte d/b/a LaBonte’s, Trailers of New England, Inc. Northeastern Commercial Development Corp., d/b/a Lou Rivers Used Cars, Ernie’s Service Station, Paul R. Racine d/b/a Paul’s Auto Sales. Mr. Guertin seconded and it was so VOTED.
Correspondence was read and completed.
At 7:55 p.m. Ms. Norbut made a motion to adjourn from open session to go into executive session for the purpose of discussing collective bargaining, not to return to open session. Mr. Guertin seconded and it was so VOTED.
