Minutes of the Parks & Recreation Commission Meeting

Present:  Peter Beaupre, Jr. (Chairman), Sara Szado, Mark Bodak

Also Present: Timothy Pascale, Director/Program Coordinator; Jeannie Guertin, Administrative Assistant

Peter called the meeting to order at 5:17 p.m.
Sara made a motion to approve the November minutes and Mark seconded.  All in favor and the motion passed.
The cost of creating an outdoor ice skating rink would be between $500 -$3,000, depending on which method was used.    A commercially purchased kit, which starts at $3,000 will last longer, and the $500 method will last 2-3 years.  Sturbridge started with the less expensive option and ended up spending more money for a better quality rink.  They first created their rink on their tennis courts and now have the better rink located on their town common.   We would plan our rink at our tennis courts.  Maintenance was discussed, since it was agreed the Parks & Rec staff would not be responsible for maintaining the rink.  It was felt that those who wanted to use the rink would shovel it, etc.
The Commission discussed the less expensive means in which they could purchase different types of liners (tarps, marine polywrap), lumber and hardware to construct the rink.   The intent would be to approach the most local businesses for material.  Mark and Peter have experience in building small outdoor rinks.
Since this is an outdoor recreational project, an outdoor skating rink would fit the criteria for a Community Preservation Act project.  The commission would like to submit a CPA application for this project in the near future.   They want to attempt a smaller scale version for this winter to see if a maintenance issue will exist and how much interest is generated by the town.
The Commission discussed the pros and cons of pursuing the project for this year.   Mark will inquire about a tarp and find out how long it will take for delivery.  If it takes too long, the project can’t be done this winter.
Regarding Accounts Receivable, we have numerous basketball participants with unpaid balances.   Jeannie will pursue these after the holidays.
The next Parks & Rec Commission meeting is Wednesday, January 20 at 6:00 p.m.
