Minutes of the Parks and Recreation Commission Meeting
Thursday, June 16, 2011


Present:  Michael Arbour, Steve O’Shea (Chairman) and Steve Slozak
Also Present:  Timothy Pascale, Director; Jeannie Guertin, Secretary/Clerk; Liz Manley, Pool Director

Steve O’Shea called the meeting to order at 6:36 p.m.  

Supt. Pat Dardenne e-mailed Steve O’Shea asking for numbers (of what the Parks and Rec Department felt they could pay the school for the use of Quarry Hill Pool).  A May payment was made, and $1,800 payment will be made for June, for a total of $4,300.

$21,600 was the amount agreed to be paid by the Parks and Rec Department to the School Department, to be made paid in full by the end of the fiscal year (June 30).

It was discussed that Parks and Rec would have use of the pool between the hours of 5:00 p.m. and 7:00 a.m.  Liz will put together use of hours for Tim’s proposal to the school.  The Parks and Rec would also like use of the pool 12 months of the year.  Trash and recyclables should be put in the proper receptacles.  Liz would like the current PT/OT room for birthday parties (instead of the teachers’ lounge that is presently used).  She would use this room for parties, meetings, instruction, etc. Tim will put this in his proposal.  The school is expecting this proposal by
July 1.  Tim will prepare the proposal and e-mail it to the commissioners.  

Regarding the tornado and its damage, Tim sent a memo to Gretchen regarding the damages to the Parks and Rec properties.  The Parks and Rec Department has been getting to almost everything but Cushman.  The rest of the fields are in pretty good shape.  John Morrell will go to Cushman Field to clean debris and clear brush.  It is the hope that trees will be taken from Veterans Park and Flynt Park.  Trails at Flynt Park will be cleared up to the summit of the mountain.  

Tim met with the insurance representative and he said that the backstop, fencing, and dugouts will all be covered by insurance, and that Tim needs to get estimates.  The river and road fencing wouldn’t normally be covered, but they are safety issues that they will correct.

The Kuboda is damaged, but fixable.   The walk-behind was damaged and may be replaced.  Claims have been submitted to replace the window in the gray truck.  The shed and kick board at Upper Rogers field is gone.  The insurance company wants to save the town office building.  
B. J. Williams volunteered to cut trees at Rogers Field.

There was an article in the Sunday paper by Bill Wells about our fields and how the tornado has affected youth sports.  

Steve O’Shea would like to meet with the School Committee to discuss the school grounds maintenance issues, namely the decision to put the school grounds maintenance out to bid, and the amount that is budgeted for the Parks and Rec to maintain the school grounds.  He will
e-mail Pat Dardenne and Don Smith with his concerns.


Erin Greene, Producer of the Monson Summer Theatre, selected “Bye Bye Birdie” for this year’s production.  She has a Director and Choreographer.  Tim has asked the Selectmen for $100 for a petty cash box.

The Parks and Rec Department received a $1,000 donation from the Southern Worcester County League to help resume our programs and possibly replace supplies lost from the tornado.

The Skate Park is intended to be rebuilt where the tennis courts are, and new tennis courts can be built with funds generated from the Community Preservation Act.  The new Skate Park would be concrete.  There is a foundation that is going to help rebuild.

Registrations for the summer camps are slow.  

The t-ball shed is in the river.  Two t-ball teams don’t want to continue.  We have extra t-ball equipment for any coach that would like to still play.  Every Tri-Town baseball team except the 10-12 team is playing.  Some coach pitch teams don’t want to play downtown.  Three teams will have a little jamboree at Quarry Hill.

Steve Slozak made a motion to accept the minutes of the May 18 meeting.  Mike Arbour seconded; all in favor and the motion passed.

The next meeting will be held Wednesday, July 20, at 6:30 p.m.

Steve Slozak made a motion to adjourn at 8:30 p.m., and Mike Arbour seconded. All in favor; meeting adjourned.
