Minutes of the Parks and Recreation Commission Meeting
Wednesday, February 17, 2010


Present:  Michael Arbour, Barry Cady, and Steve O’Shea
Also Present:  Timothy Pascale, Director; Jeannie Guertin, Secretary/Clerk


Steve O’Shea called the meeting to order at 6:31 p.m.  Barry made a motion to accept the January minutes and Mike seconded. All in favor and motion passed.

The Board of Selectmen Meeting on February 9 was discussed.  At that meeting Gretchen Neggers presented to the Selectmen a proposal for the creation of a Town Building and Grounds Maintenance Department.  The Commissioners were each given hard copies of the power presentation and accompanying materials.

The Commission had been given the responsibility of proposing a budget which would allow the recreation department to operate with the existence of a grounds maintenance department.  Many different scenarios were discussed as to how the rec department could function with the inclusion of a rec director to oversee all programs.  Tim will prepare something for the Commissioners to review at their March meeting based on their discussions.

The Monson Youth Baseball Association (MYBA) will be sponsoring a baseball clinic beginning on Sunday, February 21st, and Steve asked if the MYBA could borrow batting tees from the Parks and Recreation Department.  The MYBA can borrow the batting tees and Steve will be responsible for returning them after the clinic is over.

Tim proposed a payment plan for summer camp registration fees. Currently, we ask for a $50 deposit at time of registration and balance due by the first day of camp.  Given the economy it may be less of a hardship for parents if they have the option to pay the registration fee in three installments.  The Commission agreed that this was a good idea.  Beginning with this year’s summer camps, parents will be given the option of:  1/3 deposit down, 1/3 after that, and final 1/3 balance due on the first day of camp; 1/3 deposit down and the balance due on the first day of camp; or total fee paid at time of registration.

The possibility of asking local businesses to sponsor expenses for summer camps was discussed.   Something could be included in the weekly e-mail regarding this.  Businesses could be given a choice of sponsoring specific expenses for summer camps (i.e., inflatable water slide for 1, 2, or 3 weeks, field trips, etc.).

The next meeting will be held on Wednesday, March 31, at 6:30 p.m.

Steve O’Shea made a motion to adjourn at 7:35 p.m., and Mike seconded. All in favor; meeting adjourned.
