MINUTES MONSON PLANNING BOARD
DECEMBER 16, 2003

MEMBERS PRESENT: Paul Hatch, Craig Sweitzer, Kevin Haley and Karen King

MEMBERS ABSENT:  Maureen Solomon

The Planning Board endorsed ANR Plans for:

1.  Moulton Hill Road Frank Lobik.

2.  Margaret Street/Homer Drive Town of Monson Conservation Commission.

Main Street/Maple Street James Rourke.

Wilbraham Road Ray & Catherine Beaudoin.  The Planning Board noted the structure located on the plan has been labeled a shed.  Observation of the structure reveals it has the capability of housing animals.  The reference to a shed is somewhat misleading.


The Planning Board reviewed a plan submitted by Attorney Stephen Manning on behalf of the MONAB Trust for property located on Bennet Road and Upper Hampden Road.  Lots 1, 4, 5 and 6 are not a problem, but there are questions regarding adequate area for Lots 2 and 3.  It appears the wetlands on lots 2 & 3 have been flagged but the Monson Conservation Commission has not confirmed the wetland delineation.  Based on the size of the lots it is not apparent that there is 60,000 square feet of land not regulated by 310 CMR 10 on lots 2 and 3.  For that reason the Board denied ANR endorsement.

Karen King removed herself from the  room to avoid the appearance of a conflict.

Christopher Magill met with the Board regarding the release of the remaining lots on Longview Drive.  Town Counsel has received, approved and recorded the drainage easements a copy of which are on file with the Monson Water & Sewer Department.

The remaining issue is one of the final road paving.  Mr. Magill submitted a copy of an estimate of $8000.00 from Palmer Paving for the work and agreed to set up a Passbook with two signatures one Chris Magill and the other Chip Lapointe to guarantee completion.    

The Board has received an as built plan.

Paul Hatch moved to release the remaining four lots on receipt of a passbook containing a balance of $8000.00.  Kevin Haley seconded the motion.  It was so voted, unanimous.  

Karen King returned.

8:30 P.M. See separate minutes for the public hearing for Site Plan Approval for Commercial Development on property owned by Lou Rivers, Boston Road, West.

Karen King moved to accept the minutes of November 18, 2003 Craig Sweitzer seconded the motion.  It was so voted, unanimous.

With no further business at 10:15 P.M. Kevin Haley moved to adjourn.  Karen King seconded the motion.  It was so voted, unanimous.
