MONSON PLANNING BOARD
MINUTES NOVEMBER 16, 2010

MEMBERS PRESENT:  Paul Hatch, Karen King, Tara Hengeveld and Craig Sweitzer.

MEMBERS ABSENT:  Kevin Haley

7:00 Paul Hatch stated he received a telephone call from the owner of Westview Farms David Bradway regarding Monson’s solar power bylaw.  The property owner is working with a company who say they can tie into the power lines on East Hill Road and the utility company would accept it.  Our bylaw requires that the solar site be located on property that has a minimum of fifty (50) acres with transmission lines going through or abutting the property.  Mr. Hatch stated the acreage would not be a problem but the transmission line requirement would, he questioned if the Board members would be willing to consider a change to the bylaw language?

The Board members stated they would be willing to look at any proposed change to the language of the bylaw.  The current bylaw requires site plan review for any ground mounted solar site that has a minimum capacity of 250 kW DC.

The Board reviewed a report and plan from Gary Weiner, P.E. Ecotec Environmental Associates, Inc. dated October 25, 2010 stating that the work on the detention pond at Quaboag Heights has been substantially completed and that the detention pond conforms to the plans approved by the Planning Board.  Mr. Weiner stated he or an engineer from Ecotec Environmental provided daily oversight of the work.    

Paul Hatch stated based on the report and “As Built” Plan of the detention pond at Quaboag Heights prepared by Gary P. Weiner, P.E. Ecotec Environmental Associates, Inc he would make a motion to release the encumbered funds held by Atty. Richard Johnson.

Craig Sweitzer seconded the motion.

It was so voted unanimous.

Paul Hatch moved to send a letter to the Building Commissioner notifying him that the Board had received the report from Gary Weiner, P.E. and was withdrawing its request that no further building permits be issued and no additional paving be allowed at Quaboag Heights.

Craig Sweitzer seconded the motion.

It was so voted unanimous.

Karen King moved to accept the minutes of September 21, 2010 with a correction to the members present it should read Kevin Haley not Kevin King.

Paul Hatch seconded the motion.

It was so voted.

Voting Aye:  Karen King, Paul Hatch and Craig Sweitzer.

Tara Hengeveld abstained, as she was absent from the meeting.

At 8:25 Karen King moved to adjourn.

Tara Hengeveld seconded the motion.

It was so voted unanimous.
