MONSON PLANNING BOARD
MINUTES APRIL 21, 2006
PRESENT: Craig Sweitzer, Paul Hatch, Kevin Haley, Karen King and Tara Hengeveld.
Also Present Michael Parsons, Kelly, Granger & Parsons, representing Northtree LLC.
9:00 A.M. Chairman Craig Sweitzer convened the meeting to take action on an ANR plan submitted by Northtree LLC for 29 lots on Beebe Road and Old Reed Road. Mr. Sweitzer stated the Planning Board, Highway Surveyor John Morrell, Fire Chief Marshall Harris and Michael Parsons representing the developer met at the site on Friday April 21, 2006 at 8:00 A.M. to discuss and review the condition of Old Reed Road.
Mr. Sweitzer stated the Planning Board requested the site visit with the developer, Mr. Morrell and Chief Harris because of its concern with the width and grade of Old Reed Road. The road measures 14 feet wide in certain places and the Board had serious concerns regarding accessibility for emergency vehicles.
Mr. Morrell stated at the site inspection that he was not aware of any problems with passage on the road in its current condition and had no problems with the grade.
Chief Harris stated at the site inspection that there were no issues on Old Reed Road that were unique and that the Fire Department has not experienced on other roads.
At the site inspection the developer agreed to meet the needs of the Highway Surveyor and Fire Chief at the intersection of Beebe Road and Old Reed Road. Also discussed was a turn off in the area of Lot 28 and guardrails.
The Planning Board stated it made known its concern with the grading of the driveways and lots specifically in the area of Lots 17, 18 and 19 at the site inspection.
At the site inspection Mr. Morrell stated in the area of Lots 17, 18 and 19 the road was flat and ponding on the road surface could be a problem but he saw no solution other than future trenching for drainage.
Craig Sweitzer stated at the site inspection the Planning Board made known its concern for school bus access and safety on Old Reed Road. There was discussion that school busses would be limited to travel on the paved portions of Beebe Road and Old Reed Road.
Paul Hatch stated a speed investigation should be performed to post appropriate speed limits because without a posted speed limit 40 MPH is the speed limit.
Tara Hengeveld stated she wanted the minutes of the meeting to reflect the concerns of all five Planning Board members regarding the new homes on Beebe Road and Old Reed Road. Given that the Fire Chief and Highway Surveyor expressed that they had no problem with access for emergency vehicles and the grade and width of the road supporting 29 new homes the Board would reluctantly endorse the ANR plan. The Board would defer to Mr. Morrell and Chief Harris while remaining skeptical of their assessment.
Paul Hatch moved to endorse the ANR plan for Beebe Road and Old Reed Road that creates 29 lots.
Craig Sweitzer seconded the motion.
It was so voted unanimous.
The Board will send a letter to the Board of Selectmen recommending a study in order to post speed limits on Beebe and Old Reed Road.
Paul Hatch moved to adjourn at 9:13 A.M.
