MONSON FINANCE COMMITTEE MINUTES JANUARY 9, 2012
Present: Peter Fimognari, Jim Pennington, Bob Finnegan, Bob Margerison, Gerry Brayton, Maureen O’Sullivan, William Dominguez, Kurt Kaiser, Brenda Payette (Administrative Assistant), Deborah Mahar (Town Accountant), Joel Keller (School Committee)
Absent: Christine Edwards
The meeting was convened at 7:00pm
Ms. Payette was having trouble with some Comcast emails coming back to her, will pass over voting on minutes until next meeting.
CORRESPONDENCE:
- Bill submitted from Brenda Payette, Finance Committee Administrative Assistant in the amount of $687.50. Time submitted from 7/11/2011 to 11/14/2011.
- Mr. Margerison made a motion to pay the bill; it was SECONDED and SO VOTED.
- Expenditure Ledgers dated: 12/31/2011, 11/30/2011 and 10/31/2011.
- Town of Monson – Certification of Appropriations from Town Meeting November 14, 2011.
OLD BUSINESS / NEW BUSINESS:
No meetings attended.
No old 2011 business to attend to.
Ms. Mahar gave an update on the Tornado Damage:
Received so far: $634,000 from FEMA and $1.2 million from MEMA.
Waiting on $2.8 million deposit from FEMA for debris removal. All vendors have been paid except for Asbrit; that agreed to wait for payment until the town received money from FEMA.
The town so far is responsible for about $200,000.00, if other money comes through it could be about $68,000.00.
Ms. Mahar gave an update on the October storm:
They have only heard about receiving money from FEMA nothing about MEMA at this point.
The town so far is responsible for about $742,000.00.
The town’s obligation for the Tornado and October storm so far:
Worst case: $900,000.00
Best case: $800,000.00
Budget FY2013:
- Ms. Mahar reports that she has received all but five department’s budgets and Pathfinders. She will send them to me once she receives all of them and reviews them to make sure the salaries are correct.
- Unions agreed to go the GIC health plan. On January 26 will be a Health Fair for employees to show what’s available.
- Refinancing the High School and Granite Valley-this means the town will receive the states interest rate which will be less. The debt exclusion will be reduced—no extra money for the budget but relieve to tax papers.
The current year budget:
- Looking pretty good, doesn’t look like they will have a deficit. They received about $45,000.00 from FEMA for the January storm; that was able to help reduce the storm deficit.
Finance Committee members requested that Ms. Payette provide them with a paper copy of the department budgets as well as an electronic copy.
Joel Keller, School Committee:
Mr. Keller said the Finance Sub Committee meeting next week.
Hopefully we will see a School Department Budget around mid-February.
