MONSON FINANCE COMMITTEE MINUTES DECEMBER 7, 2009
Present: Gerry Brayton, Peter Fimognari, Bob Finnegan, Bob Margerison, Maureen O'Sullivan, William Dominquez, Brenda Payette (Administrative Assistant)
Absent: Jim Pennington, Christine Edwards

The meeting was convened at 6:47pm
A motion was made to accept the minutes of the 11/2/09 meeting as written; it was seconded and SO VOTED.

OLD BUSINESS / NEW BUSINESS:
Discussion regarding budgets:
Ms. Mahar informed the Finance Committee that she sent a letter to the Department Heads requesting a level services budget for FY2011, what it is going to cost to provide the same services next year as they did this year.
The Finance Committee discussed what if any additional information they would request from Department Heads.
Mr. Margerison suggested showing what were fixed services.
Mr. Brayton said that a lot of items could be under fixed services making it more difficult to identify areas for possible cuts.
It was decided that in anticipation of further state cuts, the Finance Committee would ask for the Department Heads to submit a budget in addition to that of Ms. Mahar’s budget request, showing a 10% reduction to the FY2010 level funded budget.
Also, if they would clearly identify what services they would no longer be able to provide.
Ms. Payette will send out an email with this request to the Department Heads.
Discussion about how the Fire Chief plans to spend the $80,000.00 stimulus money-how will it impact his budget? It was suggested to have the Fire Chief come in to talk to FinCom after budget information is received. Ms. Payette will follow up with FinCom at next meeting.
Discussion regarding the budget process:
Mr. Fimognari asked FinCom how they want to proceed with working on the budgets this year.
It was decided that all budgets would be provided to FinCom in paper form from Ms. Payette.
Ms. Payette would draft a letter to the Board of Selectmen requesting they keep FinCom updated with any budget adjustments so they have the same information to work with.
It was discussed to ask Ms. Mahar or Ms. Neggers, whoever is present at the meeting for a budget update. This will be added to the agenda at every meeting to remind FinCom.
