MONSON FINANCE COMMITTEE MINUTES JUNE 25, 2007
Present: Peter Fimognari, Bob Margerison, Gerald Brayton, Maureen O’Sullivan, Joel Keller, Christine Edwards, Brenda Payette (Administrative Assistant)
Also Present: Deb Mahar (Finance Director), John Morrell (Highway Department)

The meeting was convened at 6:30pm
A motion was made to accept the minutes of the 4-30-07 meeting and 5-14-07 meeting, as written, it was seconded and SO VOTED, unanimously.

l Request for Transfer From the Reserve Fund: from John Morrell.
Dated: 6/25/07
Amount: $1,800.00
Appropriation Account: Administration
Present balance in said appropriation: $-1,631.00
Used for the following purpose: To pay current operating expenses
This expenditure is extraordinary and / or unforeseen for following reasons:
Heating Furnace Repairs.
l Request for Transfer From the Reserve Fund:
Dated: 6/22/2007
Amount: $2,013.84
Appropriation Account: School Transportation
Present balance in said appropriation: $508.00 includes all anticipated receipts and expenditures.
Used for the following purpose: Payment of Transportation Department obligations.
This expenditure is extraordinary and / or unforeseen for the following reasons: Granite Valley Middle School has two bills totaling this amount owed to the Transportation Department. They are requesting a transfer to their checking account that will result in their payment being received by the Transportation Department after June 30.
l Memo to Department Heads and Committee Chairpersons from Deborah Mahar, Finance Director, dated 6/15/07, regarding Year-End Bills and Encumbrances.
l Town of Monson, Certification of Appropriations.
l Expenditure Ledger dated 5/31/2007.
l Welcome to the Beautiful Town of Monson magazine, Municipal Advocate, The Beacon, Municipal Leadership Academy Lecture Series postcard.
l Bills submitted from Ann Lee, previous administrative assistant and Brenda Payette, administrative assistant to Finance Committee.

OLD BUSINESS / NEW BUSINESS
John Morrell, Highway Department, spoke to FinCom regarding his request for transfer from reserve fund. He said they have to replace furnace pipes, they are the original pipes from 1968. This is an emergency fix.
Mr. Margerison made a motion to transfer $1,800.00 to the administration account, it was seconded and SO VOTED, unanimously.
Mr. John Morrell discussed the General Highway Bridges Account. He said they had some significant rain and wind damage, but they should be alright in that account without having to come to FinCom for money.
FinCom discussed the request for transfer from the reserve fund for School Transportation. Granite Valley owes $2,013.84. No money will be given out, just a transfer to their checking account.
Mr. Margerison made a motion to transfer $2,013.84 to the School Transportation account, it was seconded and SO VOTED, unanimously.
A bill for hours worked was submitted from Ann Lee, previous Administrative Assistant in the amount of $1,812.50.
Mr. Margerison made a motion to pay Ms. Lee $1,812.50, it was seconded and SO VOTED, unanimously.
A bill for hours worked was submitted from Brenda Payette, Administrative Assistant in the amount of $1,256.25.
Mr. Margerison made a motion to pay Ms. Payette $1,256.25, it was seconded and SO VOTED, unanimously.
Mr. Fimognari stated that a new chairperson and vice chairperson needed to be nominated for this years Finance Committee.
Mr. Margerison nominated Ms. O’Sullivan as chairperson for this years Finance Committee, it was seconded and SO VOTED, unanimously.
Mr. Margerison nominated Mr. Keller for vice chairperson for this years Finance Committee, it was seconded and SO VOTED, unanimously.
Discussion regarding possibly changing date and time of FinCom Meetings. This will be put on the agenda for next meeting on September 10, 2007.
Mr. Keller reported that the Long Range Planning Committee will be discussing the structure of Town Government.
The next scheduled meeting of the Finance Committee is:
Monday, September 10, 2007.
