MONSON CONSERVATION COMMISSION
MINUTES JANUARY 29, 2014
MEMBERS PRESENT: Glenn Colburn, Leslie Duthie and Audra Staples
MEMBERS ABSENT: Davis Johnson
7:00 Leslie Duthie stated she checked the Flood Plain maps for the property at 492 Boston Road map and checked the site it would appear that the equipment and piles of gravel material are out of the Conservation Commissions’ jurisdiction. If the property owner plans to do any work behind the house a filing would have to be made with the Conservation Commission.
Glenn Colburn stated he followed up on the information received by the Commission regarding Rays Trailer Home Park and observed the brush pile. The Commission has not received a restoration plan from the consultant hired by Mr. Lavallee in response to an enforcement order issued by the Commission.
Leslie Duthie stated she was contacted by Caroline Bedard representing the Monson Bellman they are considering paving the area in front of the museum but the driveway is within 100 feet of the river. Ms. Duthie stated she was not sure the Commission would allow an impervious surface that close to the river.
Glenn Colburn stated the Commission has not received any paperwork from Mr. & Mrs. Comeau Town Farm Road and he would follow up on that.
The Commission will carry the site visit to Robert Richardson’s property on Carpenter Road on the Agenda and plan on viewing the property sometime in April or May.
Main Street Leslie Duthie stated she met with Craig Levesque and Jim Haynes at the site on Main Street because Mr. Haynes had concerns regarding the clearing and felt that the area marked for clearing extended onto his property. Ms. Duthie stated she saw wet areas in the north east corner of the property that was marked for clearing. Mr. Levesque was not absolutely sure where the back boundary markers were and stated no more clearing would occur and he would have the boundaries of his property marked. The clearing has not extended into jurisdictional areas at this time.
Glenn Colburn stated he also had concerns regarding the north east corner of the property.
Leslie Duthie stated Mr. Levesque has no interest in going any further at this point in time but may eventually like to construct a building on that area of the property.
Leslie Duthie moved to approve the minutes of January 8, 2014.
Glenn Colburn seconded the motion.

- Letter from Dorothy Fisher Childs Road (pond lot) requesting information in order to prepare a request for a Certificate of Compliance.
The Commission issued an Order of Conditions for the property and remembered that the location of the septic changed although it was still within the work limit. The Commission will review the file and make a site visit in the spring when the snow has gone.
Leslie Duthie stated she would take the letter and respond to Ms. Fisher.
- Copy of a Cutting Plan 40 acres 75 Peck Bros Road, Rouseau.
- The Commission received a copy of a Cutting Plan filed by Boulder Hill Development. The Commission was notified as an abutter.
Leslie Duthie stated she would contact Christian Kruger to arrange a time for the Commission to meet with him to walk the cutting plan with him. The Plan would have to be approved by Natural Heritage and Endangered Species Program.
- Copy of a Cutting Plan 64 acres Lower Hampden Road/Alden Thrasher Road for Boulder Hill Development.
- Notification of the MACC Annual Saturday March 1, 2014.
Leslie Duthie stated she intended to go and would submit the information in order to have it on the bill schedule for the next meeting.
- Copy of the Agriculture Preservation Monitoring Report for property owned by Carpenter Realty on Carpenter Road.
- Copy of Northern Woodlands.
- Various building permits.
8:55 Leslie Duthie moved to adjourn.
Glenn Colburn seconded the motion.
