CONSERVATION COMMISSION MINUTES
MARCH 2, 2016
MEMBERS PRESENT: Glenn Colburn, Leslie Duthie and Davis Johnson.
ALSO PRESENT: Marty Gilmore and Charles Cournoyer.
7:00 Leslie Duthie moved to accept the minutes of January 20, 2016 with a correction to a typographical error.
Davis Johnson seconded the motion.
It was so voted, unanimous.
Marty Gilmore was present at the meeting because of an interest in filling a vacancy on the Conservation Commission. She stated she wanted to attend a meeting or two to learn a little about the Commission, what it does and the time commitment.
Leslie Duthie stated she contacted Natural Heritage and Endangered Species for guidance with regard to the habitat restoration project on Carpenter Road because of her concern that no work had taken place on the property and there is a deadline in the grant deadline for the conclusion of the work. She stated she contacted Scott Gerrish for an update and he told her that Rocky Mountain (contractor performing the work) did not want to cut while snow was on the ground, and then there was a period of time where it was brutally cold, then it warmed up and that pattern kept repeating. NHESP confirmed that it had received an e-mail from Leslie Duthie but has not made any other response. Leslie Duthie stated she contacted Scott Gerrish and asked him to
start the work and she believes that will happen on Thursday March 3rd, and also passed that information on to NHESP. No equipment will be used in the nesting area, all work in that area will be done by hand and brush piles stacked and left.
7:25 Sergey Savonin 12 Bethany Road was on the agenda for this evening but is not in attendance.
MAIL
- RFD 22 Betty Jean Drive, from Town of Monson Highway Department. It is proposed to extend the outlet from the street catch basin beyond the house at 22 Betty Jean Drive. The homeowner reported that the existing swale had filed in with sediment and water was overflowing and killing the grass in her rear yard.
Glenn Colburn stated the narrative states the Highway Department is putting in a manhole at the existing pipe outlet and 144 feet of 12 inch pipe to discharge into a rip rap outlet outside of the wetland limit.
The Commission will schedule the meeting for its next meeting on Wednesday March 23, 2016.
- Enquiry from Kevin Czaplicki questioning if the Commission would be interested in purchasing a lot he owns on Cedar Swamp Road.
Leslie Duthie took the information and will make a call, it depends how much land, if it abuts land on Cedar Swamp Road the Commission already owns and of course the price.
- Request from Monson Parks & Recreation Dept. for a partial Certificate of Compliance on the storage shed they have built.
- Forest Cutting Plan 40 acres at 201 Hovey Road, Gary Villamaino.
- Forest Cutting Plan 99 acres Hovey Road, Pat Booker.
- Notification from National Grid of utility line maintenance on Green Street, 2 new poles.
- Proof of recording the Certificate of Compliance 5 Heritage Lane DEP 228-263.
- Proof of recording the Certificate of Compliance New England Power Co., d/b/a National Grid for geotechnical boring within existing right of way 228-357.
Leslie Duthie explained that cutting plans are approved by State Forrester Doug Hutcheson and the Commission receives a copy of the plan.
Marty Gilmore questioned if the Commission checks to see if the cutting is being done according to the plan?
Glenn Colburn stated for the most part it is the State Forrester who checks that the work is done in accordance with the plan.
Leslie Duthie stated she received calls from Jim Newland and Joe Dasco with regard to land on Alden Thrasher/Butler Roads. They questioned if the Commission had any information on any work proposed in the area. Leslie Duthie stated she told them the Commission was not aware of anything.
Davis Johnson stated he had a discussion with Evan Brassard about a disc golf course on the Flynt Park property on Park Street, but the changes in elevation they would have to deal with were problematic.
Leslie Duthie questioned if the old landfill on Margaret Street would work? The land also backs onto the Flynt Conservation property, and if disc golf was classified as passive recreation it may be possible extend onto that land.
7:55 Davis Johnson moved to adjourn.
Leslie Duthie seconded the motion.
