Conservation Commission Minutes 12/28/2011










MONSON CONSERVATION COMMISSION
MINUTES DECEMBER 28, 2011

MEMBERS PRESENT:  Leslie Duthie, Glenn Colburn, Audra Staples

MEMBERS ABSENT: Davis Johnson, Dana Staples

Leslie Duthie stated she heard from Celia Reichel, EOEEA that the Town received the funding for the Quinlan Memorial land on Reimers/Stebbins Road and that it was the #1 project in the State.

Glenn Colburn congratulated Leslie Duthie for her tireless efforts and the hours that she worked to put this project together.  

Leslie Duthie stated she spoke with John Girard, Girard Homes 115 Moulton Hill Road regarding the request for a certificate of compliance and explained that the Commission would carry this and wait until spring to issue the certificate because there are areas that need to be vegetated and Mr. Girard must submit an “As Built” plan.    

Mr. & Mrs. Pafumi met informally with the Commission regarding the movement of earth on their property in order to level an area and seed it to create a level area for horse jumps.  

Leslie Duthie stated the Commission has concerns regarding the area that is currently being used for a paddock for the horses it is close to, or in the wetlands.

Debbie Pafumi stated she would like to discuss the removal of trees that were damaged by the snow storm in October.  It is an area along Stebbins Road and most of the birch trees are bent over or broken off.  She stated she would like to clean up the area and remove the broken trees.

Leslie Duthie stated the trees could be cut and laid down; they would degrade fairly quickly and in the spring sprout from where they were cut.  Brush is not particularly pretty but it is good habitat for small animals.  She stated Ms. Pafumi wanted to know if she would have to file for the work.  

Glenn Colburn stated it is work in the wetland and there should be filing.  If the trees are just cut and left on the ground it would probably only need a Request for Determination but if extensive work is proposed with the removal of the trees then he felt that a Notice of Intent would be needed.  The work to move material around to create an area to erect jumps for horses would probably need a Notice of Intent.

Leslie Duthie stated the work to either lay down the trees that are damaged or remove them is better undertaken in the winter when the ground is frozen.

7:35 Certificate of Compliance for 82 Stebbins Road.  Leslie Duthie stated she called and requested a better “As Built” plan to accurately reflect the site conditions; additionally a permanent marker was missing and would have to be replaced before a Certificate of Compliance was issued.

Leslie Duthie stated she spoke with Colin Duncan regarding the beaver deceiver in the stream on Reimers Road.  Mr. Duncan said that it is not a location that a beaver deceiver can be installed to be effective or to be maintained.  Ms. Duthie stated the Commission had requested a beaver deceiver as possible mitigation for the National Grid project to update the line from Palmer to Hampden.  An alternative proposal could be the removal of invasive species on the land acquired from Dr. Porwoll’s estate and the installation of a small parking area.  She questioned where the Commission would want to see a parking area?

Glenn Colburn stated there is an existing gate and he believed there was enough room for two parking spaces.  

Leslie Duthie stated finally the conservation restriction for the Flynt Quarry Land has been signed and completed.

Audra Staples moved to accept the minutes of November 30, 2011 as presented.

Glenn Colburn seconded the motion.

It was so voted, unanimous.

  • Completed Conservation Restriction for the Flynt Quarry land.
  • James Courniotes, T. Peck Road submitted a letter and documentation that one 8” culvert was installed at the location on the driveway that the Conservation Commission identified and the house side of the slope has been seeded with a mixture of winter rye and a conservation mix.
 
  • Request for Certificate of Compliance Kathy Salas 143 Upper Hampden Road.
  • Notice from the Dept. of Conservation and Recreation of grant applications for stormwater drainage and culvert improvements.
  • Forest cutting plan for Clifford Kruger, Lower Hampden Road, 66.6 acres the forester is Christian Kruger.
  • Carmine Angeloni, State Forester found inconsistencies in the cutting plan submitted on behalf of Clifford Kruger, Lower Hampden Road.
  • Natural Heritage & Endangered Species Program review of forest cutting plan for Clifford Kruger, Lower Hampden Road found that the site is turtle habitat and restricted cutting to December 1st through March 31st.
  • Various building permits.
Audra Staples stated she spoke with Lorri McCool regarding a site visit with the Commission to property on Moulton Hill Road owned by Leonard Mascaro.  Mr. Mascaro is experiencing problems with overflow from a pond on property owned by Rodney Lobik that is flooding his property and compromising his well.  She stated she would confirm with Ms. McCool when she is available and notify the Commission members.  

Leslie Duthie stated Doug Hutchinson would like to do a public event celebrating the green certification on the Flynt Quarry land sometime in the spring.

8:30 Audra Staples moved to adjourn.

Glenn Colburn seconded the motion.

It was so voted unanimous.
