Conservation Commission Minutes 09/28/2011












MONSON CONSERVATION COMMISSION
MINUTES SEPTEMBER 28, 2011

MEMBERS PRESENT:  Leslie Duthie, Glenn Colburn, Audra Staples, Davis Johnson

7:00   Glen Colburn made a motion to table the review and approval of the minutes from the 9.15.11.  

Davis Johnson seconded the motion.

It was so voted unanimously.


7:15 RFD Lots 4 & 5 Whitney Avenue filed by CIL Realty for work involving a single family home.  The property is owned by Gary Pfisterer and the plan has been revised as requested by the Commission during the September 15th meeting.

Changes made included a larger water garden to catch the run-off as well as the parking lot becoming pavement and the addition of a grass swale at the edge of the parking area.  Donald Frydryk also stated that they had to change the water hook-ups due to the town’s current requirements.  CIL is working on receiving an easement from the property below them that would allow them to connect to the town water on Main Street via the adjacent property.  The easement is tentative at this moment and has not been finalized therefore, the current plan shows the hook up going through Whitney Ave to Main Street.

Leslie Duthie made a motion to issue a negative determination number 2- that the work described on the referenced plan and document is in the area under protection but the work will not remove/fill/dredge or alter that area therefore it does not require further action.

Davis Johnson seconded the motion.

Glen Colburn requested that the determination be changed.  Glen added an ongoing condition stating the following: All petroleum products, anti-freeze and other pollutants shall be controlled to prevent ground water and/or surface water pollution with the Watershed Protection Area.  Spills shall be immediately cleaned and report to the Monson Water Department or the DEP.

Leslie Duthie made an amended motion to issue a negative determination based on reason number three with conditions.

Glen Colburn seconded the motion.

It was so voted unanimous.

7:30 RFD Lots 8 & 9 Main Street filed by CIL Realty for work involving the construction of a Single Family Home.  The property is owned by Gary Pfisterer and the plan has been revised as requested by the Commission during the September 15th meeting.

Leslie Duthie made a motion to issue a negative determination based on reason #3 including Glen’s ongoing condition from the Whitney Ave RFD.

Audra Staples seconded the motion.

It was so voted unanimous.

Certificate of Compliance:  for 225 Palmer Road, Craig Hanson (for Fannie Mae) issued to Stuart Strohman.  Leslie Duthie went out and looked at the property- everything was in line and she typed up the Certificate of Compliance.  Audra Staples will make the photo copies sending the original to the applicant and a copy to the DEP.

Leslie Duthie made a motion to table the discussion of Mr. Courchesne’s proposed extension since the commission is still waiting to hear from him about attending a meeting and addressing the commissioners in person.

Audra Staples seconded the motion.

It was so voted unanimous.

Mail
        1.  RFD from Carl Tassinari to rebuild 21 Washington Street which was destroyed by the tornado.  Leslie Duthie recommended the Commission do a site visit.

        2.  Request for Certificate of Compliance from Richard and Jennifer Cordner at 296 Lower Hampden Road.  The Commission will do a site visit and Audra Staples will pull the file for DEP # 228-188.  Audra Staples will put the Certificate of Compliance on the agenda for the 10.19 meeting.

        3.  Request for Certificate of Compliance from Peter Bertrand, Moulton Hill Road DEP # 228-246.  There will be a site visit and Audra will pull the file and put the certificate on the 10.19 Agenda.

        4.  Notice the Mr. Raymond Wallach received the certified copy of his Order of Conditions.
        
        5.  John Goodrich is proposing a shared driveway to a new residence that will be located behind his existing home.  Leslie will take care of responding to his correspondence by telling Mr. Goodrich that he must submit a plan showing the extent of his existing yard, the river-front (both the inner and the outer riparian, and the location of the driveway as well as its proximity to the existing wetlands.

        6.  Letter from Natural Heritage stating that the property owned by Sandra Bailey’s scheduled as logging area does not coincide priority habitat.

        7.  Approval from Natural Heritage for a cutting plan belonging to the Dolds on Carpenter Road.  The trees will be cut as timber salvage.

        8.  Misc. Building Permits

        9.  2 Bids for restoration work proposed at Cushman Field on Washington Street.  Leslie Duthie spoke to the Commission about the project saying that she would like to have the work done with a Norcross grant.  She asked the Commissioners to review the bid proposals.  There is third bid coming in, she has not received it yet.  Leslie will be putting all three bids before the Board of Selectmen and will then give all three proposals to Norcross as the Sanctuary has expressed a strong desire to spend all of their fourth quarter funding in the Town of Monson.  Leslie will complete an NOI and submit it to Audra for legal notices and the agenda for the 10.19 meeting.  The official filing will be done by the Monson Parks and Recreation Department.
