MONSON CONSERVATION COMMISSION
MINUTES MAY 5, 2010

MEMBERS PRESENT: Leslie Duthie, Glenn Colburn and Derek Strahan

ABSENT Dave Johnson

7:00  Leslie Duthie moved to approve the minutes of April 14, 2010 as written.

Glenn Colburn seconded the motion.

It was so voted unanimous.

The Commission received a request for a Certificate of Compliance from Al Joyce, Bedrock Financial, LLC for 45 Waid Road.

7:25  Extension of Order of Conditions for Paradise Lake Road Association.  Leslie Duthie moved to issue an extension until March 5, 2012 and include a letter requesting the Association continue to forward documentation and results of the testing performed by Lycott Environmental.

Glenn Colburn seconded the motion.

It was so voted unanimous.

Leslie Duthie stated she received a call from Mike Callahan Beaver solutions regarding a situation at property owned by Mr. & Mrs. Buckley at 22 East Hill Road.  To address a problem with flooding on their property Mr. Callahan proposes to install a flexible pond leveler by manually breaching the dam only large enough for the pipe to fit in.  

Leslie Duthie stated she issued an emergency certificate on April 28, 2010 for the work with conditions that no heavy equipment was to be used at any time.  The dam was to be breached manually using a potato rake and the depth of the breach to be only as deep as the desired pond level. The installation was to be completed in one day.

The Commission ratified the emergency certification.

Ms. Duthie stated she forwarded the beaver solution information to a resident of Margaret Street who is experiencing a similar problem.

MAIL

  • Stagecoach Lake Association recorded the extension of the Order of Conditions.
  • NOI Lower Hampden Road Lot 1 Stone.  12,000 square feet of alteration proposed in outer 100 foot riparian area.
  • RFD Park Avenue Monson Water & Sewer.  Water line and drainage structures all work in roadway.
  • Copy of a letter from John Morrell regarding water run off from privately owned property on Butler Road.
  • Copy of Beaver permit issued by the Board of Health to Highway Dept. for Maxwell Road.  
Leslie Duthie stated she would like to have a green forest program in place for the Town owned property and although she did not anticipate logging anytime soon is looking into the Massachusetts Forest Stewardship program.  

The Commission discussed its concerns with the manner in which the work is progressing at Matthew Guthrie’s property on Silver Street.  It appears that tree stumps are being dumped over the stone wall in the rear of the house into the buffer zone.  The Commission felt that it was specific in its conversation with Mr. Guthrie and made it clear that although there was not a big issue with adding large rocks to build up the stone wall nothing was to be dumped over it into the buffer zone.  There is also concern regarding the area that is being used to park vehicles.  The Commission will put its concerns into writing regarding the disposal of the stumps and parking vehicles in the buffer zone.  

The Commission scheduled site visits for:

Friday May 14, 2010 weather permitting to walk the boundary of the Flynt Quarry property at 5:00 P.M.

Thursday May 20, 2010 Lot 1 Lower Hampden Road Stone at 5:00 P.M.  Park Avenue, Monson Water & Sewer Dept at 5:30 P.M.  The NOI for the Highway Department is a replacement culvert and the Commissioners will look at the site individually.  

Leslie Duthie stated she would check the office prior to the site visits to make sure there were plans available.
