MONSON CONSERVATION COMMISSION
MINUTES MARCH 24, 2010
MEMBERS PRESENT: Leslie Duthie, Glenn Colburn, Davis Johnson and Derek Strahan.
ALSO PRESENT: Mark Stinson, DEP
7:00 120 Fenton Road, Scott Tetreault. Mr. Tetreault met with the Commission to request a Certificate of Compliance for the completion of the work at 120 Fenton Road.
The Commission set a site visit for Monday March 29, 2010 at 5:00 P.M.
Leslie Duthie read a letter from the Stagecoach Lake Association, Donald Phillips requesting an extension of the Order of Conditions.
Mark Stinson commented that the Notice of Intent was filed many years ago and practices have changes a great deal.
Leslie Duthie stated the Commission has met with the Association and its consultant Lee Lyman many times. The upper pond is now owned by an individual who is environmentally conscious and the residents around the lower pond have made some progress with regard to leaving a buffer between lawn and the lake and the chemicals they use on their lawns. The Association gives the Commission regular updates on the water analysis, management techniques and the aquatic vegetation in the lake.
Mark Stinson questioned if the Lake Association reports every year?
Glenn Colburn stated both Stagecoach Lake Association and Paradise Lake Association report to the Commission on an annual basis. The Commission has discussed extending the Order of Conditions for Stagecoach Lake Association for three years because they are doing a much better job educating the residents of the lake and have improved their management practices. The Paradise Lake Order of Conditions has already been extended for three years they have a better vegetation buffer zone around the lake and also use Lee Lyman to manage the aquatic vegetation.
Glenn Colburn moved to extend the Order of Conditions for three years.
Davis Johnson seconded the motion.
It was so voted unanimous.
7:30 Moulton Hill Road, DEP 228-246. Jean Guy Girard requested an extension to the Order of Conditions for three years.
Leslie Duthie stated the Commission has already issued one extension for three years because Mr. Girard put a well on the property and was supposed to start construction of a new house. In his letter requesting an extension he stated he intends to start construction this May or June.
Glenn Colburn stated he would be willing to grant an extension of 6 months that would give Mr. Girard time to build the house.
Davis Johnson seconded the motion.
It was so voted unanimous.
The Commission ratified an Emergency Certification for repair of a culvert on Childs Road for the Monson Highway Department.
Mark Stinson questioned if water was flowing?
Leslie Duthie stated it was. The culvert collapsed and sediment was flowing through the steel pipe.
Mark Stinson stated anytime flow is stopped in a stream you must go to the Army Corp of Engineers.
Leslie Duthie stated she received copies of the Deed for the Flynt Quarry Land and will put the documents together and send them to the Executive Office of the Environmental Affairs (EOEA).
Leslie Duthie stated she would be meeting with the contractor who was going to rough mow the nesting habitat on the property on Carpenter Road. For Mr. Stinson’s benefit Leslie Duthie explained that 11.43 acres of land was given to the Town by McCray Realty after is was determined that it contained breeding habitat of a rare species. Additionally McCray Realty committed to providing an endowment with which to maintain the property.
7:50 MAIL:
- Copy of a letter from State Forester Carmine Angeloni to Clifford Kruger regarding a forest cutting plan for property on Lower Hampden Road.
7:50 Mark Stinson stated he was present to review procedures with the Commission and to review and help the Commission with the process of electronic filing with the Department of Environmental Protection (DEP).
Glenn Colburn moved to accept the minutes of March 3, 2010 as presented.
Davis Johnson seconded the motion.
It was so voted unanimous.
