MONSON CONSERVATION COMMISSION
MINUTES MARCH 3, 2010

MEMBERS PRESENT:   Leslie Duthie, Glenn Colburn, Davis Johnson and Derek Strahan

Leslie Duthie updated the Commission on the status of the acquisition of the property from Joanne Cortina located on Macomber Road/Upper Hampden Road.

7:33  The Commission signed the Order of Conditions for the repair to an existing drainage system on Bridge Street for the Highway Department.  On going conditions include the maintenance and removal of the bittersweet to keep the drainage structure open.

Leslie Duthie issued an emergency certificate to lower the dam on property owned by Herb Berezin.  The beaver dam on Mr. Berezin’s property has affected property owned by a resident of Oak Street.  The emergency certificate allows the dam to be lowered by hand a couple of inches at a time to alleviate the flooding on property owned by someone else.  Leslie Duthie stated she advised Mr. Berezin to consider some type of beaver deceiver as a permanent solution to the problem.

The Commission ratified the emergency certificate.

7:45 Moulton Hill Road DEP 228-246 Request for an extension of the Order of Conditions.  

The Commission previously issued an extension based on the property owner installing a well.  Since that time no further progress has been made.  Mr. Girard in his letter states that he intends to build a home on the property this year.  

The Commission discussed extending the Order of Conditions and it was the consensus of the Commission that if Mr. Girard did intend to build a new home on the property six months would be an appropriate extension.

Davis Johnson moved to extend the Order of Conditions for Lot 2 Moulton Hill Road for six months.

Derek Strahan seconded the motion.

It was so voted unanimous.

The Commission received a request from Donald Phillips, president of Old Stagecoach Lake Association to extend the existing Order of Conditions for lake management for three years.

Glenn Colburn made a motion to extend the Order of Conditions for three years.

Leslie Duthie seconded the motion.

It was so voted unanimous.

MAIL:

  • Proof of recording Certificate of Compliance for 71 Lakeside Drive.
  • Forest cutting plan Lower Hampden Road, Kruger Clifford, has been forwarded to NHESP.
  • Forest cutting plan for Stella Furgal, Bumstead Road.
  • Determination from NHESP for Kruger property.  The entire harvest site and access road is wood turtle habitat, to avoid a take harvest is limited to December 1st through March 31st.   
  • Comments from NHESP for Cote Road, Jack Carter forest cutting plan.  The existing wood road meets Natural Heritages definition of maintained road therefore year round operation is allowed on the wood road.  All other areas motorized vehicles are limited to work December 1st to March 31st.   
  • Various building permits.
Leslie Duthie moved to approve the minutes of February 10, 2010 with a correction to the spelling of Davis Johnson’s name.

Glenn Colburn seconded the motion.

It was so voted unanimous.

8:25  Leslie Duthie stated the Commission would have to make site visit to the Carpenter Road property and arrange to have the work done on the conservation area.  She spoke to Robert Nasiatka last year to get an idea of the cost involved in maintenance and would like to contact him to do the work.  Additionally the Commission should look at the conservation property on Margaret Street.  Ms. Duthie stated the trail needs some work and last year she did it herself using her lawn mower but that is impossible this year.  It needs a someone with the right type of equipment.  

Leslie Duthie stated she has a management plan ready for the Cortina property and would leave it in the office for the Commissioners to sign.  

8:35  With no further business Glenn Colburn moved to adjourn.

Leslie Duthie seconded the motion.

It was so voted unanimous.
