Conservation Commission Minutes 08/05/2009












MONSON CONSERVATION COMMISSION
AUGUST 5, 2009

MEMBERS PRESENT:  Leslie Duthie, Glenn Colburn and Donald Lambert

MEMBERS ABSENT:  Davis Johnson

7:10  8 Old Stafford Road David Ennacco.  Mr. Ennacco met with the Commission to discuss a letter he received regarding signs for fill.  

Leslie Duthie stated Commission members saw the signs and wrote a letter to make Mr. Ennacco aware that they saw fill had been put on the bank of a small stream along the edge of his property.  Any work within 200 feet of a perennial stream must be filed for with the Conservation Commission.

David Ennacco stated he was not putting any fill by the stream.  The area the Commission saw was his effort to stabilize the bank because of erosion into the brook caused by run off from Old Stafford Road.  He stated he called the Highway Department to ask them to take a look at the area and put down trap rock to catch the silt before it went into the brook.  The area that is eroding is approximately 10 feet beyond an existing culvert.  Mr. Ennacco stated he has taken the signs down.  

Leslie Duthie stated there are a lot of places where a little fix could go a long way.  The Commission wanted to make sure that Mr. Ennacco was aware of the requirements for filing with the Commission for any work in areas regulated by the Wetland Protection Act.  Ms. Duthie suggested the Commission take a look at the area that concerns Mr. Ennacco and follow that up with a discussion with John Morrell, Highway Surveyor.

Leslie Duthie stated she prepared letters to be sent to Ms. Prybylo 69 Lakeside Drive and Ms. Bryant 100 Lakeside Drive after following up on information the Commission received of work within 200 feet of the lake without filing or notification to the Commission.  Ms. Duthie stated she has asked both parties to attend the next meeting of the Conservation Commission.

Glenn Colburn stated he checked out a lot on Butler Road owned by Mr. Choinere and will sign the building permit application as there are no wetland issues at all.

Leslie Duthie stated Mark Stinson DEP contacted her and offered to meet with the Commission at one of its regularly scheduled meetings as it has been sometime since the last meeting.

  • Return receipt of certified mail:  Heather Panico, Stafford Hollow Road and Cecilia Garvan Beebe Road received their Determination of Applicability.  
  • Proof of recording Order of Conditions for Harrison Avenue bridge repair.
  • Jeff Kuselias recorded the extension of Order of Conditions for Lot 41 Carpenter Road.
  • Report from C & A re: Lower Hampden Road project.
  • Various Building Permits.
7:45 The Commission signed a Certificate of Compliance for Palmer Road, Muldoon LLC, Christopher Haley and Kevin Haley.  

Glenn Colburn stated he checked the site and the work is substantially in compliance with the Order of Conditions.

Leslie Duthie stated she was working on a Forest Legacy grant and trying to put together a 1000 acre proposal for the Town of Monson.  She stated she was in the process of contacting the various land owners.    

8:00 Glenn Colburn moved to accept the minutes of July 15, 2009 as presented.

Donald Lambert seconded the motion.

It was so voted unanimous.

8:10 Leslie Duthie moved to adjourn.

Glenn Colburn seconded the motion.
