MONSON CONSERVATION COMMISSION
MINUTES APRIL 9, 2008
MEMBERS PRESENT: Glenn Colburn, Davis Johnson and Donald Lambert.

1. Letter from EOEA announcing annual grant round.
2. Final forest cutting plan Stafford Hollow Road, Olbrych.
3. Forest cutting plan 258 Lower Hampden Road, Paul Bourbeau.
4. Copy of a letter from NHESP to Paul Bourbeau relative to the forest cutting plan for 258 Lower Hampden Road. NHESP is concerned with turtle mortality and will limit the use of equipment during the active season.
5. Letter from State Forester Carmine Angeloni to Paul Bourbeau that NHESP must
review the forest cutting plan.
6. Various building permits.
7. Letter from Tom Faulkner to the Board of Selectman and the Conservation
Commission that due to health issues he was resigning from the Conservation
Commission effective immediately.
7:25 Peter Matrow and Brad Robbins met informally with the Commission to discuss property that Brad Robbins would like to purchase.
Mr. Matrow stated he owns property on East Hill Road that has forty feet of frontage and is 16 acres in area that Mr. Robbins is interested in purchasing. There are wetlands on the property that an environmental consultant has flagged and Civil Engineering has designed a crossing for the wetland. The area dries up somewhat in the summertime but it is flowing now.
Glenn Colburn stated it sounds as though this could be an intermittent stream although without looking at the site it is hard to say but in any case a Notice of Intent must be filed to work in the wetland.
Mr. Matrow stated they intended to bridge the wetland and would not be disturbing much at all.
Glenn Colburn stated any work within 100 feet of a wetland must be filed for and although the house would be over 100 feet away a NOI was required for the crossing.
Davis Johnson questioned if the stream was the same width all the way along?
Peter Matrow stated it varies.
Donald Lambert stated he had seen the property and there was definitely a defined channel.
Davis Johnson questioned the distance from the road to the wetland?
Brad Robbins stated approximately 700 feet. In addition to filing with the Conservation for a wetland crossing he would have to file with the Planning Board for Estate Lot.
Glenn Colburn questioned if this was the only property on East Hill Road that Mr. Matrow owned?
Peter Matrow stated this was the only frontage he had on East Hill Road. His property extends back to Munn Road where he had more frontage but to come in from that direction would mean crossing two streams.
Glenn Colburn stated it appears to be a doable project, file the NOI, show the wetland line, do the calculations for the amount of disturbance in the wetland, show the 100 foot buffer and make the plan a 1” = 20’.
7:45 RFD 57 Town Farm Road, Carpenter Realty. Chuck Adams stated he has filed the request for area and work. The area is a seasonal run off between two agricultural fields and the work is to bridge the area for a yearly plant sale. At the moment people coming to the daylily field park across the street or along the road and it is not safe. If the run off area can be bridged he could use one of the fields for parking and walk across the bridge to the other field. The span is only about four feet and he wanted to keep it as simple as possible.
Donald Lambert stated he thought concrete blocks or field stone would work best.
Glenn Colburn stated the biggest concern is erosion if field stones are used it would reduce the erosion.
Glenn Colburn moved to issue a negative determination for the construction of a 4’ x 6’ footbridge over Bordering Vegetated Wetlands using fieldstone for footings. The work described is within an area subject to protection but will not remove, fill, dredge or alter the area.
Davis Johnson seconded the motion.
It was so voted unanimous.
8:15 The Commission checked 83 Lakeside Drive and based on what is there will extend the Order of Conditions for one year.
Davis Johnson moved to accept the minutes of March 26, 2008 as presented.
Donald Lambert seconded the motion.
It was so voted unanimous.
Glenn Colburn stated he checked Lot 1 Hovey Road and would sign off on the building permit application.
Glenn Colburn stated he looked at the site for Al Joyce on Waid Road, the permanent boundary markers must be installed and the silt fence tucked in.
8:25 Davis Johnson moved to adjourn.
Glenn Colburn seconded the motion.
