Received an RFD from Karen Jacobs,  22 Betty Jean Drive for addition to a SFH and deck.
        
Received an Abbreviated Notice of Intent from Dan Casidy, Lakeshore Drive for contruction of a structure on the shore of Pulpit Rock Pond.
        
Received a Notice of Intent from Michael Delisle for construction of a SFH on lot #8 Bennet Road.
        
Received a Notice of Intent from the Town of Monson for maintainance of a buried sewer line under mill brook.

The commission was joined by Ted Bukowski and Gary Wiener to discuss the situation at Quaboag Heights work site.  The previous week, Leslie Duthie and Glenn Colburn met Ted and his contractor Mark at the site to review current conditions.  Leslie presented a construction timetable to Ted that established deadlines for completion of certain phases of work at the site.  The members of the commission were in agreement that the growing season is fast coming to an end and slope stabilization must take place as soon as possible to ensure a minimal growth of ground cover before the ground becomes too cold.
        Ted and Gary informed the commission the storm-cepter drainage units were in place, and the infiltration field has been completed.  Ted told the commission he would be able to have the final grades in place and seeded by 9/30/06.
        Glenn suggested jute netting should be used on the slopes to the south of the road.  Jim concurred that netting should be used to stabilize these areas that will not receive a final grading and seeding in time to permit meaningful growth of erosion control plantings.  Glenn gave the opinion that there seems to be too much work to expect to have it all completed by late October.
        Glenn also expressed concern about the amount of water that would be directed to the wetland area to the northwest of the work area.  Drainage from this area was questioned during the Notice of Intent hearings, and excessive stormwater directed into this area must be monitored and controlled to avoid and property damage.  Gary said there seemed to be adequate infiltration in that area to handle the stormwater.
        Ted also said the small infiltration basin and field located half way down the north side of the road will be done by mid September.  The retaining wall and rip-rap on the southerly side of the road will not be completed until late November of this year.  The north side of the road will be paved by mid to late October.  The south side of the boulevard road will not be completed until next year.
        There is a start date of September 15th for the restoration of resource areas to the east of the project that have received heavy loads of sediment from stormwater runoff from the project.  Restoration is expected to progress quickly.  Ted submitted a sequence of work for the restoration effort.  It is expected that the diversion pipe will stay in place for the winter.  Leslie has had contact with DEP concerning the restoration of the damage.  Tim McKenna has said that DEP may have comments regarding the damage and the restoration work.

        The commission thanked Ted, Gary, and Joe for coming in to discuss the conditions.  The commission will monitor the work.

A Notice of Intent was received for construction of a SFH, septic system, well, and greenhouse at the former Smith Pond dike.
        Some discussion of conditions ensued because there have been unconfirmed reports that the blocks for the temporary culvert are shifting.  Glenn stated that any and all work on that lot falls within the riverfront resource area and must be filed for.

        The commission received a copy of the Forest Cutting Plan for Jim Murphy, 20 acres on Peck Bros. Road.

        Various building permits

        The commission received a revised plan for the McCray lots along Carpenter Road.  There was extensive discussion on who would own the fee on the property, who would hold and monitor the CR for protection of the Box turtle, and how trust money would be managed to allow for habitat management.
        Jim made a motion to accept the land under Act 97.  The Town of Monson, Conservation Commission would hold the fee and utilize a deed restriction to protect the Box turtle.  Monomet Land Trust has a mechanism to hold the trust funds and disperse them as needed for maintenance.   The commission agreed to the motion and will investigate further into the matter.

        The Conservation Commission issued an Enforcement Order to Leo Cortina for work at the Arooth Farm on Macomber Road.  Mr. Cortina is working in the buffer zone to a BVW and had been issued a positive Determination of Applicability for that work.  Mr. Cortina did not file a Notice of Intent with the Monson Conservation Commission.  All work must stop, and he must file a Notice of Intent.  Work was noted on lots 9, 10 and 11 during a meeting between Leslie and Mr. Cortina.

        Motion was made and approved to accept the minutes of August 16th with corrections as noted on page 3.
