Conservation Commission Minutes 03152006








MONSON CONSERVATION COMMISSION
MARCH 1, 2006

MEMBERS PRESENT:  Glenn Colburn, Leslie Duthie, Donald Lambert, Jim Zieger

MEMBERS ABSENT:  Sarah Miller,

7:08  RFD 221 Wales Road Wendel Hulbert. Glenn Colburn stated the Commissioners made a site visit and determined the proposed work is in the buffer zone. The plan submitted by the applicant to put an addition onto the existing house does not show any erosion control.

Wendel Hulbert stated based on the site visit he drew up a plan showing silt fences and haybales.  

Leslie Duthie stated the plan appears to address the erosion control concerns and also shows a silt fence around the area where loam is to be stockpiled.  The work can probably proceed under a determination with a condition that the Commission has access to the property to monitor the erosion controls.

Wendel Hulbert stated he wanted to do the right thing.  He is a builder by trade and his work is mostly custom building not spec homes.  

Glenn Colburn moved to give a negative determination with conditions for work in the buffer zone.

Leslie Duthie seconded the motion.

It was so voted unanimous.

The Commission received a request for an extension of the Order of Conditions for Lot 3A Crow Hill Road from Sean Finnegan.  

Glenn Colburn questioned if any work had been started because there is a clause in the Wetland Protection Act that allows the Commission to deny an extension if work has not started on the property?  Having said that there is no point in doing that in this case, but for future reference it is a tool the Commission can use.

Leslie Duthie stated it is a sensitive area but she met Mr. Finnegan at the site and believes he wants to do things right.

Glenn Colburn moved to issue an extension for 3 years.

Leslie Duthie seconded the motion.

It was so voted unanimous.

MAIL
1.      Letter from Bukowski Construction stating they have hired Stan Tenerowicz Sweetbay Environmental prepare plan the wetland restoration plan.

2.      Letter from Sweetbay Environmental stating they have been hired to represent Bukowski Construction and will prepare a restoration plan for the wetlands on Palmer Road.

3.      Various building permits.

4.      Mark Stinson, DEP Circuit Rider sent a disc for the Commission.

5.      Letter from J. R. Russo & Associates stating they have been retained by Quaboag Riders Club to repair erosion control measures.

6.      Forest cutting plan Reimers Road, Quinlan.

7.      Joseph Kwasnik, Bogan Road received the determination.

8.      Letter from DCR citing violations by a forester working on property owned by Cortina/Arooth on Margaret Street.

Glenn Colburn stated he has held the position of Chairman of the Conservation Commission for many years and would like the Commissioners to consider reorganizing.  After a discussion with Leslie Duthie to make sure she was willing to take on the extra demand on her already limited free time Glenn Colburn moved to appoint Leslie Duthie as Chairperson.    

Donald Lambert seconded the motion.

It was so voted unanimous.

8:16 Leslie Duthie stated she had a call from Craig Jalbert, Monson Water & Sewer Dept. regarding a project they hoped to do on Wales Road.  The Town is applying for a Community Development grant and part of it is the infrastructure for the water lines on Wales Road to Munn Road.  This is similar to the work done on Green Street a couple of years ago.  The Commission and the Water & Sewer Dept. established a good working relationship on that project and hopefully the same will apply for Wales Road if the grant is approved and the monies appropriated.   

Craig Jalbert notified the Commission that he would file for the permanent pads at the Town well on Bunyan Road.  They would have to do some compensatory flood storage and look at erosion control to protect the stream from the road erosion.  

Leslie Duthie stated she spoke with John Morrell regarding the footbridge that was damaged during the October flood on the Longview Drive/Margaret Street trail.  Mr. Morrell is going to look at it with Ms. Duthie to see if he can help.

Leslie Duthie stated she has an envirothon team comprised of students from the Monson High School who are in need of field guides.  She questioned if the Conservation Commission would help with the cost and fund it through its community education budget?  The book list includes Trees & Shrubs, Insects, Reptiles & Amphibians, Birds of Eastern & Central North America and Mammals.  Ms. Duthie stated she only purchased new books when good used volumes were not available.

Jim Zieger moved to purchase the books for the Envirothon Team.

Glenn Colburn seconded the motion.

It was so voted unanimous.

Leslie Duthie stated Mr. Paluch 57 Upper Hampden Road left a message that he was installing the silt fence.

8:40  Glenn Colburn moved to accept the minutes of February 15, 2006.

Leslie Duthie seconded the motion.

It was so voted unanimous.

8:50  Leslie Duthie moved to adjourn.

Donald Lambert seconded the motion.

It was so voted unanimous.
