Regular meeting of the Monson Board of Health was called to order at 5:36 p.m. by Chair Beau Schneider.
Members present were Wayne Yee, Vicki Alfano and Joanna Sorreiro. Carrie Payne was absent.  Lorri McCool, Health/Title V Inspector was also in attendance. Resident,  Mr. Chas. Cournoyer was present.
Beau Schneider made motion to accept the minutes from the July 27, 2016 meeting. Joanna Sorreiro had a correction to Par. # 6.  To read:   The State was to do follow-up with the local, Monson schools. Monson did not express an interest or make arrangements to have the testing done. No further follow-up by the BOH.   Second by Wayne Yee.  All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
Lorri McCool reported to the Board that she has a continuing court case with Kathy Brothers in Sept. If, the trash has been eliminated, then the case will be dropped. Finn McCool has been sworn in. Floor drain paperwork for APMI has been completed and turned in.

Questions arose about the job description for animal inspector/dog officer and barn inspector. Who does what? Vicki Alfano said, she got a call from a resident about a dog bite and quarantine for possible rabies. This is not something, she thought was what the State wanted her to do under the Barn inspector. Lorri McCool said, she will contact the State again, Palmer BOH and try and get clarification. Just what is Wendy Lasages position and what is her job description? Per Elsie at the State, they have not been receiving follow-up paperwork from Wendy. Vicki was under the impression, she would only be working with the large animals, barns etc.  No quarantines. Lorri McCool will also check to see who oversees these positions.


Claire Forgues started the discussion about Bulky Day equipment purchases. Still need another easy-up, 8’ table/s and signage. Wayne Yee to check with his wife about a tent with sides. Beau Schneider to purchase table and between he and Wayne Yee, the signs will be purchased. Joanna Sorreiro drafted a short paragraph for the Journal regarding Bulky day changes. Claire will contact Wyatt at the Journal. Joanna also inquired about having a porta-potty there. Claire Forgues to check with Evan Brassard to see if that is possible. Pro-Shred will also be there from 10 to 12 p.m. All other arrangements have been made and confirmed.

The State department of agriculture has been contacted in regards to dunk and pesticide application permits and licensing. Paul Demaio, Tim Pascale and Jan Michael Demaio will be taking the courses and obtaining the licensing. Five cases of dunks have been stored for use in the Spring.

Vicki Alfano inquired about the permits for Echo Hill and if water testing results had been submitted for the well. At this time, no results.  Lorri McCool to draft a letter reminding Echo Hill that this is done and required on a yearly basis.

Beau Schneider mentioned, the Board should start putting together a policy and list of re-cyclers to make available to the public. He already contacted the State on the proper logistics to follow. Further discussion tabled for next meeting.







Licenses, permits, payroll and bill schedules signed.

Next meeting is scheduled for Wednesday September 14, 2016 at 5:30 p.m.
