Regular meeting of the Monson Board of Health was called to order at 5:36 p.m. by Vice Chair, Wayne Yee.
Members present were Wayne Yee, Vicki Alfano, Joanna Sorreiro and Carrie Payne. Chairman, Beau Schneider was absent. Lorri McCool, Health/Title V Inspector was also in attendance. Finn McCool was also in attendance.
Joanna Sorreiro made motion to accept the minutes from the June 15, 2016 meeting. Second by Vicki Alfano. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
Lorri McCool introduced her son, Finn McCool to the Board, as Finn had submitted a resume to the Board to serve as a non-paid, non-stipend assistant to his mother should a situation or overlapping appoinment apply. Finn is currently a college student studying in the field of Environmental Health & Science. He has extensively shadowed his mother, Health Inspector/Title V Inspector, Lorri McCool. He currently has experience with perc tests, water samples, food inspections and also was recently hired by AMR Ambulance as an EMT. Vicki Alfano made motion to accept Finn McCool as an intern shadowing under Lorri McCool. Second by Vice Chair, Wayne Yee. All in favor. Wayne Yee to Make up Finn’s BOH identification upon receiving a photo.
Vicki Alfano filled out the nominations papers for Barn Inspector and they need to be notarized and then forwarded to the State and a small presentation will be given to the Selectman at a meeting July 12th. Funding the stipend for the position will be discussed with Evan Brassard.
In regards to monies this FY2016 from Republic Services, the check should be received within the next two weeks. Wayne Yee and Paul DeMaio to continue research on cell phone repeater.
Lorri McCool did the inspection at the new tanning salon called The Bronze Boutique. All in compliance and the owner will be in Friday morning to obtain her signed permit to operate.
A Board member was approached by a resident regarding the use and training of narcam. This would be a question to be directed to the police department.
Summerfest vendors were all in compliance and had obtained permits. Lorri did mention however, that next year stringent guidelines will be set for the participants regarding deadlines to obtain permits. Also, all vendors should be charged the one day temporary food permit charge. The only ones exempt would be the churches in Town that already carry their yearly permits. Lorri noted that there was a vendor selling trinkets of sorts, but also was selling fudge and taffy. This was being cut as sold with two different knives. There was no permit taken or apparent proper sanitary requirements. It was suggested to have Jean Bailey from the Summerfest committee attend a BOH meeting and map out regulations for next year in advance. Lorri McCool did question Smitty’s Homemade Frozen desserts, as she was under the impression that they had not
re-newed their yearly permit, as stated in correspondence to the office on 4-29-16. This will be addressed through a letter to Doc Smith.
Conversation continued from the last meeting regarding refining changes to Bulky Day effective in September. Beau Schneider spent time in the office correlating data from previous events and will give a short summary presentation to Selectman at their July 12th meeting. The charge for tires is to be increased and to be announced in the near future, there will be no electronics, and a letter is to go to P & F Scrap metal announcing the Board of Health will no longer be accepting any scrap metal. Residents can dispose of their metal at any time with any scrap metal dealer of their choice. This should cut down substantially on the tonnage taken in at Bulky Day and resident wait time. Carrie Payne expressed her concern about illegal dumping on Monson streets, if no electronics are accepted because it has become cost
prohibited. Joanna Sorreiro commented that surrounding towns have electronic drop off days and The First Church in Monson holds an event every year. Joanna will contact, The First Church to see, if they will be holding another event and possibly when. It was also noted that illegal dumping is against the law and if caught, fines would be imposed by the police department. Carrie also stated, that we are a small, rural community and she is still concerned that we as a Board should try and facilitate residents to dispose of items properly. Freon items to be increased from $15.00 to $ 20.00. Bulk items to be will continue to be accepted. Further discussion about news articles and flyers pertaining to the changes, tabled for next meeting.
