Regular meeting of the Monson Board of Health was called to order at 5:33 p.m. by Chair, Beau Schneider.
Members present were Wayne Yee and Vicki Alfano. Joanna Sorreiro and Carrie Payne were not present. Lorri McCool, Health/Title V Inspector was not in attendance.
Wayne Yee made motion to accept the minutes from the June 1, 2016 meeting. Second by Beau Schneider. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
A meeting with Finn McCool tabled for a future meeting.
Lorri McCool wanted to advise the Board through Claire Forgues that she contacted the State in regards to medical marijuana use and a proposed manufacturing facility in Town. If, this actually comes to fruition, all licensing will be done at the state level.
Further discussion on barn inspections tabled for next meeting. Vicki Alfano filled out the nominations papers that need to be notarized and then forwarded to the State and a small presentation will be given to the Selectman at a future meeting to be posted. Funding for the position, if accepted, will be discussed with Evan Brassard. Vicki looked at a list provided by the Assessor’s office with names and address of residents with barns. More discussion will take place at meeting July 6, 2016. After meeting with the Selectman, articles for the paper and M-Pact can be drafted.
Annual floor drain paperwork has been submitted by EWS, Soft Touch car wash and Natl’ Grid to date.
In regards to monies this FY2016 from Republic Services, Wayne Yee will discuss model, type and location of repeater/booster with Paul Demaio. Balance of funds to be used to purchase upgrade materials for Bulky Day. Wayne Yee made motion, seconded by Beau Schneider all in favor.
Beau Schneider drafted a letter to go to P & F Scrap metal after the Board meets with the Selectman regarding changes to the Bulky Day event. Beau Schneider also did research on other avenues residents might have for discarding items, we will no longer be accepting. Wales has a transfer station, but only Brimfield, Holland and Wales are eligible to use for a yearly fee with additional individually priced items. There is also ABc &D Recycling in Ware and Tri-County Recycling which accepts commercial and residential waste and demolition materials. Beau Schneider stated that the Board needs to draft the language for the new Bulky Day guidelines. It has been proposed to increase the fee for freon items to $20.00 from currently $15.00. If tires are still going to be accepted which is still in the fact finding analysis, those would be
increased substantially to cover disposal costs, broken down hot tubs and fiberglass broken down boats would increase to $40.00 respectively and at this point of discussion, there would not need to be a truckload fee, as residents would no longer be doing clean-outs. Wayne Yee will work on a list of items that will be accepted. After meeting with the Selectman, this list will be a link on the website and also articles put in the paper and on M-Pact. ProShred will be at the September event.
Licenses, permits, payroll and bill schedules signed.
Next meeting is scheduled for Wednesday July 6, 2016 at 5:30 p.m.
