Regular meeting of the Monson Board of Health was called to order at 5:35 p.m. by Chair, Beau Schneider.
Members present were Wayne Yee, Vicki Alfano, and Joanna Sorreiro. Lorri McCool, Health/Title V Inspector was in attendance. Carrie Payne was absent. Mike Szczepan from Republic Services was also present.
Joanna Sorreiro made motion to accept the minutes from the April 20th meeting. Seconded by Vicki Alfano. All in favor.
Joanna Sorreiro made motion to accept the minutes from the May 4th meeting with the addition of the mgr. from Adam’s last name “Tabio” added. Also, correction to Beau Schneider ipo Vicki Alfano on non-re-election threat at Bulky Day. Seconded by Wayne Yee. All in favor.
The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
A meeting with Finn McCool tabled for a future meeting.
Lorri McCool had to excuse herself from the meeting. Broken foot. Claire Forgues on Lorri’s behalf, advised the Board, she (Lorri) is working with the DA’s office on receivership.
Discussion on barn inspections tabled for next meeting in order to obtain information from the state.
Mike Szczepan provided the enormous amount of tonnage figures that Bulky Day had taken in. Republic is required by contract to provide to 2 compactor trucks for the event along with the roll-off’s. Past two events, three compactors have been necessary and Republic has been good enough to absorb the costs and not bill the Town. Claire Forgues gave the recaps of 56 additional tires that weren’t accounted for or brought in any revenue which were apparently from the Town Wide clean-up or one’s the highway dept. had picked up along roadsides and stored till the event. Total tire bill from Trackside was $ 984.00. We took in for tires $414.00. Vicki Alfano stated, that with these figures, it showed 56 people carelessly and improperly disposed of their tires along our town streets. For the two electronic containers, we were billed $
1970.00 flat rate. That rate has been increased as of May 15th, 2016 to $ 2500.00. At $ 5.00 a component which in the industry now is unheard of, the BOH after payroll and paying the vendors, ended up in the red by roughly $ 2305.00. All Board members were in agreement that Bulky Day cannot continue in this direction. Joanna Sorreiro said, that she feels since the tornado in 2011, the amount of trash with clean-up has escalated and attitudes have changed on what the BOH should be accepting. At this point, it was also mentioned to eliminate the acceptance of scrap metal. Residents can bring their own scrap to any dealer of their choice. This has been a long time service to the residents that adds substantially to the participants and the BOH does not benefit in any way from this. Joanna Sorreiro inquired, if the BOH could maintain a folder to instruct residents where to take their materials. Wayne Yee and Beau Schneider both reiterated that these can be checked
online or in the telephone book. Bulky Day was originally established for the removal of two bulk items. One bulk (ex. furniture) and one white item ( ex. stove, washer etc.) Situation is increasing growing worse for the people who really need to dispose of articles because of misuse by others. Mike Szczepan stated that disposal costs for Freon, as well as electronics has increased substantially. Claire Forgues said, that Trackside Motors has agreed to do the tires in the fall again and Mike S. suggested possibly Bob’s Tires who Republic deals with might be an avenue also at a lesser cost. He will check prices and availability. Wayne Yee said, residents will have to contract individually for their own purposes of disposal of large items. Mike said, the Big Box stores that advertise the bagsters for $ 45.00 don’t readily advertise that the pick-up is approx. $185.00. Beau Schneider stated, eliminating illegal items
and construction debris should substantially cut down on the tonnage in the compactors, but roughly how much will this cut down on the problem? Mike S. said, that his workers can only work at total of 60 hrs. a week with NO EXCEPTIONS. When we have to call in additional compactors this is factored into time. Mike explained, that the whole trash industry and framework is changing. Due to cost increase, due to the market, due to inflation, cost increases. If the Board votes to stop taking tires at Bulky Day, residents will have to find alternate disposal, ( ex. tire dealers when purchased, gas stations, tire dealers). Beau Schneider said, he has been asked, if a transfer station would be the answer? Mike Szczepan responded that they are very expensive to run and be maintained. Personnel needed, power, and a secure location are just a few of the many requirements and once you have it, you can’t get rid of it. Wales, Ma. has a transfer station and they take in old motor oil,
have a “swap shop” and accept just about anything. No idea on their regulations. Mike S. to compile some additional figures and the Board to entertain additional suggestions for future meeting. Wayne Yee to produce a list when complete and accepted by Board to post on a link on BOH site. If residents have any further or detailed questions about an item, they can call the office for clarification. Forced cut-backs and prohibited costs for removal are the main problems facing the Board. Joanna Sorreiro stated, “ I don’t feel we have to work so hard and take verbal abuse. Modifications to include, another checkpoint at the beginning of the driveway, 2 police officers, and a morning meeting with all present at 7:45a.m. to make sure everyone is on the same page. Claire Forgues had a discussion with Steve Kozloski, police chief and Evan Brassard, Town Administrator about better traffic control and securing the site with cameras and postings that fines will be implemented to those
caught illegally dumping. Mike Szczepan to attend another meeting in the near future. At this point, restructuring Bulky Day to the original one bulk-one white item might be the correct route.
Vicki Alfano asked, if any beaver permits have been requested? Culvert filling on Maxwell. Joh Morrell provided the Board with a copy of the bill he paid the trapper in March.
With the yearly check from Republic Services, Claire Forgues made the suggestion to purchase a repeater/booster for the cell phones in the building. It would be mounted inside or outside the BOH office. Lorri McCool relies strictly on her cell phone for work contacts for three towns and has no service in the office. With any additional monies remaining, items for Bulky Day to be purchased such as, new table, signage, canopy with sides and possible BOH jackets. Further discussion and ideas along with vote tabled for next meeting.
Joanna Sorreiro upon reading a handout on drinking water testing in the schools, free of charge stated she will contact Monson Schools an inquire, if they would consider having this done. Water quality is a perpetual problem. Joanna to contact the superintendent. Vicki Alfano made motion for the Board to pursue this and it was seconded by Wayne Yee.
Licenses, permits, payroll and bill schedules signed.
Next meeting is scheduled for Wednesday, June 1, 2016 at 5:30 p.m.
