Regular meeting of the Monson Board of Health was called to order at 6:06 p.m. by Chair, Carrie Payne.
Members present were Wayne Yee, Vicki Alfano, Beau Schneider and Joanna Sorreiro.  Lorri McCool, Health/Title V Inspector was absent.

Carrie Payne made motion to accept the minutes from the February 23, 2016 meeting, seconded by Beau Schneider and all in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri  McCool retaining #6 from Jan. 8, 2014 meeting. Lorri McCool no longer in possession of this handout. Misplaced during move of Town offices. To be stricken from minutes.

Active shooter/AED training held on Mar. 8th  was attended by Claire Forgues, Vicki Alfano, Wayne Yee and Beau Schneider. Excellent training by Monson Police Dept., by Officer’s Dean Gallo and Officer Kristen Tirado.

Joanna Sorreiro asked Beau Schneider about the conference to be held April 9th, 2016 at the Blue Bonnet in N’Hampton. She and Vicki Alfano expressed interest in attending. All to check their calendars.

Discussion on Barn inspection tabled for meeting when Lorri McCool can attend.

Claire Forgues presented the Board with two different options for changing the BOH hours. The main goal was to try and expand  a day of afternoon hours to better service the residents of Monson. The office is a part-time position of 18 hrs. a week. After discussion and thoughts by all Board members, Carrie Payne made motion and seconded by Vicki Alfano to accept Option # 1 as follows: Mon. Tues. and Friday 8:30am-12noon, Wed. 8:00am-4pm and CLOSED Thursday. Claire will notify the Selectman, Town Administrator by memo, post on the Town website and also call the Journal register to run an article.

Totally Tan on 170 C/D Main St. is still closed until proper licensing, permits, insurance and 2015-16 fees are paid and provided to the Town.

Board unanimously voted to invite Finn McCool to a future meeting to discuss his resume’ and the possibility of shadowing his mother Lorri McCool to act as an alternate to the BOH.


Recommendations on license and permit fees were discussed and adjustments had been made to the fee schedule only a year ago. The only one in question was the funeral director’s license that is currently at $100.00. Joanna Sorreiro made motion seconded by Beau Schneider to tabled further discussion and revisit this item in the fall.

Correspondence containing an animal bite was reviewed.

Chair person, Carrie Payne advised the Board that she will be stepping down as Chair of the BOH effective Mar. 31st in order to concentrate on her master’s degree. She will remain a Board member. Beau Schneider, Vice Chair is stepping up to the Chair position and Wayne Yee will become Vice Chair both effective April 1st, 2016. Carrie Payne made motion, seconded by Vicki Alfano, all in favor.

Vicki Alfano inquired would the Board want to run another poster contest at the schools this year? General consensus was “no”. Joanna Sorreiro had difficulty connecting with the proper school officials to bring the contest together. Possibly give thought to a new idea.

Wayne Yee asked, if the Board was going to plan another health fair for 2016? It could be held in the refurbished Memorial hall. Further discussion tabled for another meeting in the future.

Claire Forgues mentioned, she had fielded a few calls in regards to another Hazardous Waste day. After conducting an event in Nov. 2015, none is scheduled at this time. The event requires quite a large expense to run this event with Clean Harbors. Beau Schneider stated that O’Reilly Auto Parts in Palmer possibly accepting motor oil, but doesn’t know if initial purchase has to be from there. Claire advised that NEDT in Westfield, Ma. also accepts hazardous products.

Joanna Sorreiro advised the Board,  she had been approached by at least 3 different individuals in regards to having re-cyclables be picked up every week. Possibly invite Republic Services to discuss different options, such as Single Stream and the contract.

Claire Forgues mentioned, she had seen online, residents inquiring about constructing a dog park. Evan Brassard Town Adm. had answered and interested parties will contact him.

Licenses, permits, payroll and bill schedules signed.


Next meeting is scheduled for Wednesday, March 23, 2016 at 5:30 p.m. This to be an open/close meeting and Board members to attend dinner.
