Regular meeting of the Monson Board of Health was called to order at 6:00 p.m. by Chair, Carrie Payne.
Members present were, Wayne Yee, Vicki Alfano, and Beau Schneider. Joanna Sorreiro was absent.
Lorri McCool, Health/Title V Inspector was in attendance. Resident, Mr. Chas. Cournoyer was in attendance.
Carrie Payne made motion to accept the minutes from the January 6, 2016 meeting, seconded by Vicki Alfano and all in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting. Beau Schneider is still in possession of item #4, correspondence from meeting Jan. 6, 2016.
Chair, Carrie Payne did an impromptu inspection at Levesque Trucking, Rt. 32 S. Main St., Monson on her way to the meeting. She observed from Rt. 32, three tractor trailers running/idling. Trucks were located relatively close to the building, up front on premise. Carrie Payne stated, the noise was nothing distinguishable above her car engine. This by no means qualified, as a “scientific measurement.” Carrie felt, she would take this first hand opportunity to address and check on the noise complaint, the Board had received. The Board of Health has received no further complaints from any involved residents on Wales Rd. at this time. Unless, this matter is brought before the Board again in the future, this complaint will be documented and filed in the minutes.
Lorri McCool attended court again on Monday, Jan. 11th for 111 Bogan Rd. dismissing the case.( trash issue). Trash substantially cleared.
Lorri McCool informed the Board of a nuisance light complaint, she received from a resident on Butler Rd. Apparently, light from a neighbors property motion sensor is in their estimation, inhibiting their “quality of life.” The complaint has also been referred to the Selectmen and the police. A letter from the resident is on file in the BOH. Lorri has checked with her colleagues and they are all in agreement that this is a civil matter. Lorri could not find any statue on the books that would apply or anything in the housing code. The resident does not feel that shades or blinds need to be put on his windows, as he lives in the country and doesn’t feel it’s necessary. According to an inspector from another Town, he stated, “ if possible, abate your own nuisance.”
Inspections from both the Building dept. and the Board of Health have been conducted on 7 Reynolds Ave. Letters and calls from both tenant and landlord have been going back and forth. Upon inspection the apt. temp. has been 63 degrees and one wall heater is blowing cool air. Temps. should be at least 68 degrees for human habitation. The landlord has been sited and the situation has now been referred to Evan Brassard, Town Administrator along with Town counsel. Ongoing problems at this address.
The Board was each provided with a copy of the 2014 Town report in order to start making changes and adding submissions for the new report. Carrie Payne had the report on her laptop doing editing during the meeting. Lorri McCool suggested MRC provide an entry of what transpired with the group in 2015. Liz Manly to be contacted for this info. Lorri, also suggested, information be included pertaining to Monson belonging to the Health Coalition. With the Board celebrating its 20th anniversary in 2015, information pertaining to this will be submitted.

Beau Schneider and Lorri McCool discussed setting up a meeting with the health nurse for an update on her monitoring of MAVEN. Lorri will contact her and set up a meeting. Beau explained, to both Wayne Yee and Vicki Alfano what MAVEN entailed and its purpose. Lorri McCool suggested, including statistics from MAVEN in the 2015 Town report.
Claire Forgues presented the Board with a copy of Bruce Stanas’s new bio. Interesting future. Wayne Yee stated, uses for food waste for other purposes is growing industry. Wayne Yee inquired, if there was any new information on the potential pub/brewery that had been proposed for Adam’s plaza. No new pending information or permits.
Next meeting is scheduled for Wednesday, February 3, 2016 at 6:00 p.m.
