Regular meeting of the Monson Board of Health was called to order at 5:34 p.m. by Vice Chair, Beau Schneider.
Members present were, Wayne Yee, Joanna Sorreiro and Vicki Alfano.
Lorri McCool, Health/Title V Inspector was also in attendance. Carrie Payne was absent.
Beau Schneider made motion to accept the minutes from the October 28, 2015 meeting and all in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.
Frame has been ordered by the Selectman’s office for above the AED unit.
Lorri McCool advised the Board, she will be connected to a conference call on Monday, Nov. 23rd discussing the Avian Flu transmitted through chickens, turkeys, etc. Vicki Alfano will as well, be in on the conference call. She asked, if this was transmitted through feces? Not in humans, as of yet. This conference call will discuss preventative information. Joanna Sorreiro inquired, how would this typically transmit infection from chickens to humans? Lorri McCool advised, these questions should be addressed on the call.
Lorri updated the Board on the trash complaint on 111 Bogan Rd. Although, some trash appears to be cleared, there still remains quite a bit. Another letter will be drafted advising Monday, Nov. 23rd, she will be filing a complaint in housing court.
Lorri informed the Board, she has been working with Wilbraham on new smoking regulations and changes to age requirements. Wilbraham has increased their age for purchase to 21 for both regular tobacco and e-cigs. Vape stores for the most part already comply with the 21 age requirement. Currently, tobacco is prohibited within 500’ of a school zone. Wilbraham however, did grant a permit to the new convenience store by the Monson/Wilbraham Academy. Lorri stated that, these regulations are now voted, put in effect town by town and there is no stopping anyone from crossing a city or town line and purchasing in a town that has different age requirements. Joanna Sorreiro said, there should be education to youth and not just raising age restrictions. New fines in Wilbraham now are, 1st offense is $ 300.00, second offense is lose
license for one week and 3rd offense is permanent loss of license. Further discussion tabled for another meeting.
NACCHO grant monies to be changed for FY2016. Now grants need to be applied for. Lorri McCool stated that with larger municipalities, they will likely get the funding. Liz Manley to research this, as it directly applies to her and MRC. At this time, our NACCHO fund has monies to possibly sustain 1-2 yrs.
Lorri was in attendance to a meeting earlier in the week where a regional shelter for disasters was mentioned. Combining Town’s was a topic. At this point, Lorri stated, individual Town’s such as Monson already have their designated shelter and residents wouldn’t want to be displaced to another town. She will update the Board on any new developments on this topic, as they may arise.
Hazardous Waste Day – Sat. Nov. 7th 9 a.m. to 1 p.m. was conducted most efficiently and there was a total of 96 cars. As of today, no invoice from Clean Harbors has been submitted for payment.
Well owner tip sheet: Hotline 888 395-1033. A new well owner tip sheet came through today via e-mail which copies have been distributed to the Board. Joanna Sorreiro suggested, a copy be available for the public and more available upon request. Vicki Alfano questioned Lorri McCool, as to how a well is actually cleaned and what would they actually be looking for? Lorri stated, most often a water sampling would be done and sometimes for a deeper well, a camera might be used.
Carrie Payne, Beau Schneider, Joanna Sorreiro and Claire Forgues attended the Mass. Board of Health Certification Seminar on Sat. Nov. 14th. Certificates on file.
Bill schedules, abatements and payroll were signed.
Correspondence was reviewed.
Next meeting is scheduled for Wednesday, December 9, 2015 at 6:00 p.m. The Board is planning to go out for a holiday dinner celebration after the meeting.
