October 28, 2015
Regular meeting of the Monson Board of Health was called to order at 5:31 p.m.
Members present were, Carrie Payne Wayne Yee, Joanna Sorreiro and Vicki Alfano and Beau Schneider.
Lorri McCool, Health/Title V Inspector and Claire Forgues were not present.


Carrie Payne made motion to accept the minutes from the October 7, 2015 meeting and all in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri  McCool retaining #6 from Jan. 8, 2014 meeting.

Old Business: Floor drain issue resolved. Price of roll-off reduced. Electronic container left for a long time after Bulky Day. Someone disposed of a mattress in the container. Company dumped mattress in front of the school.

Health Fair: Deemed a success-several people spoke to Carrie Payne about enjoying it. Continue next year with improvements/changes: Maybe 3 month lead time with more advertising. Maybe, have it in the Spring, early summer- too many BOH events in October. Maybe, have memorial Hall. A couple of people complained about the small number of vendors at the Senior Center (especially the lady with Align Hypnosis). Vendors could use stage for demonstrations/talks. Check  (with who?) about other events in Town that may have been scheduled for the same day, so no conflicts occur.

Upcoming Hazardous Waste Day – Sat. Nov. 7th 9 a.m. to 1 p.m.

Electronic sign.  Carrie Payne asked,  why it can only be used for emergencies? Seems like, it could be placed in front of the Town offices and removed nightly by Paul prior to events ( such as Bulky & Hazardous) to advertise.  Advertising for Event: Members took flyers to distribute. Can Claire Forgues put something on M-Pact, Palmer Journal, Channels 22 & 40? Tuesday deadline for Palmer Journal. Traffic pattern for highway dept. was discussed.  Claire Forgues knows where personnel are needed and will direct our placement. Carrie Payne advised that BOH is hiring the police and can be directed, as to where they should be and what they should be doing. Trash bills and residency not being checked by BOH. Our job is basically to steer people through and ask, if they have any of the prohibited materials, which is checked at the final point by Clean Harbor staff. Question about fluorescent bulbs? We think, okay, as long as not salon tanning bulbs. Probably, not need for all BOH to be present at the same time. Suggested to work 2 hr. shifts. Wayne Yee can stay all day. Joanna Sorreiro and Beau Schneider a.m. and Carrie Payne afternoon. Vicki Alfano has to work. Meet at the Highway dept. for 8:30 a.m. Maybe, no parking in front of the House of Art. Tell cop. Borrow cones from Park & Rec. or Highway? There has been a problem in the past with traffic jam near the House of Art. Must leave room for Fire Dept. to move freely through.

Well owner tip sheet: Hotline 888 395-1033  Private well classes ( 10 lessons via e-mail). We want to get info out to the townspeople who have wells. How? Make default list of well owners by looking at property owners and subtracting those who pay water bills. Give them the info we get via e-mail from Cliff Treyens of the Natl’ Groundwater Association. But how? Mailing something is cost prohibited for well owners. Talk to Lorri about Title V and new residents to develop list/database of well-owners. Hand out info on tri-fold flyers at BOH events. Town website, Facebook.

Carrie Payne, Beau Schneider, Joanna Sorreiro and Claire Forgues going to Mass. Board of Health Certification Seminar on Sat. Nov. 14th.


Bill schedules, abatements and payroll were signed.

Correspondence was reviewed.  


Next meetings are scheduled for Wednesday, November 18, 2015 at 5:30 p.m.
Carrie Payne made motion to adjourn at 6:50 pm, seconded by Vicki Alfano.
