Regular meeting of the Monson Board of Health was called to order at 5:34 p.m. by Carrie Payne.
Members present were, Wayne Yee, Joanna Sorreiro and Vicki Alfano and Beau Schneider.
Lorri McCool, Health/Title V Inspector was not present.
Charles Counoyer was also in attendance.
Joanna Sorreiro made motion to accept the minutes from the September 23, 2015 meeting and seconded by Vicki Alfano. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.
Wayne Yee, Beau Schneider, Carrie Payne, Vicki Alfano and Joanna Sorreiro discussed the re-cap of Bulky Day. The new location of Hillside School with traffic flow through Granite Valley Middle School seemed to work well. Because of the outpouring of bulky disposal, a third compactor had to be requested mid-morning to Republic Services. Two compactors are provided per the contract. At this point, the Board does not know, if a fee will be addressed for the third truck. Having the compactors both down in the lower section seemed to keep the traffic flow working well. Republic Services did discuss with Claire Forgues, the disposal of some construction material and wood that is not allowed. She reiterated that it is advertised that construction material and yard waste are not acceptable. Sometimes, if a loaded vehicle comes through, it is not
always possibly to see what is under other debris. If some of these materials were disposed of at the compactors or roll-offs, this will be an issue to be addressed for the next event in April. Beau Schneider stated that he had called Republic Services and spoke to Kim in customer service regarding window sashes. She had advised him that these would be acceptable. Carrie Payne suggested possibly having a Board member down by the compactor area next event, so that there would be another set of eyes on what is coming off a vehicle and if there are illegal contents, they would be turned away. Vicki Alfano said, for the most part, feedback was positive from the residents she spoke to. One suggestion was for more events to be held and it was expressed that per the Republic contract, we hold 2 events a year. Also, there was mention of the Town acquiring a “transfer station”. This had been researched in the past and not feasible here for the Town. Carrie Payne suggested the Board give
thought to possibly having two check point areas, one being in the driveway at Granite Valley to expedite traffic and checking. Further discussion and planning tabled for meeting in the future. One other possible suggestion to curb expenditures would be to swap off the tire truck and Pro-SHRED every other event. Consideration for the Spring Bulky Day will also be contacting the Town Wide Clean-up committee, so they are made aware of the date change. Paul Demaio has been monitoring the equipment left at Hillside and said, he has approached some illegal dumpers and told them Bulky Day is a one-day event and they cannot discard anything else after hours or will be reported to the police. All in all, we can only hope for better weather at the next event!
Carrie Payne asked, Mr. Cournoyer, if he had any new business to discuss. He asked, if Bulky Day paid for itself or did we make any money? Claire Forgues stated, that the bills have not been received in the office yet and Carrie Payne advised that Bulky Day is not to make money, but to be self-sustainable. Construction materials need to be disposed of at another applicable site. Deconstruction costs are usually included in a homeowners quote from a contractor for disposal.
There are two outstanding floor drain locations and a second notice was sent to both on Aug. 21st, 2015. EWS came to the office to discuss the letter they received and then sent a follow-up letter stating that they would be having the drain cleaned. APMI is still outstanding, but did receive their certified mail. Deadline date is October 15th. Beau Schneider asked, Claire Forgues to check with the Town Administrator on the procedure for enforcing the floor drain fines, if necessary. Beau Schneider stated, that when all the Fall events are completed, the Board can re-visit the floor
drain regulations. Tabled for a future meeting.
Health Fair details are being addressed by Joanna Sorreiro and she is working with Peg Harrison and Lori Stacy at the Council on Aging. Joanna Sorreiro suggested that visitors to BOTH locations at the health fair could have a card punched and be eligible for a drawing to win one of the three (3) remaining gift certificates to River Hollow. All Board members were in agreement that this was a wonderful idea. Wayne Yee working on a flyer for the Health Fair and some of the vendors to date are: hypnosis, chair massage, BP, glucose, bone density, Reike, reflectology, flu/pneumonia shots, Avada audiologist, Adams, Deena Plant with grass fed beef, Wendy Schneider, nutritional health, Judy Haas, non-toxic cleaning, Nick Manolakis-financial health, Mass Mutual, Scott Malo, Monson Hears and Christine West. Joanna Sorreiro will also distribute
pre-registration forms for shots to the police, fire and Town office departments. Hope Bodwell, to check the library’s schedule to see if, they can participate with a table. An informal meeting, possibly e-mails, Friday, Oct. 16th to firm up plans for the event will be between Beau Schneider, Joanna Sorreiro and the Council on Aging. Copies of the flyer have been faxed to the Journal and also M-Pact. Copies to be distributed by Board members. The flyer is on the Town’s website under News and Announcements.
Bill schedules, abatements and payroll were signed.
Correspondence was reviewed.
Next meetings are scheduled for Wednesday, October 21st at 5:30 p.m.
