August 19, 2015
Regular meeting of the Monson Board of Health was called to order at 5:01 p.m. by Joanna Sorreiro.
Members present were, Joanna Sorreiro, Vicki Alfano, Wayne Yee.  Carrie Payne and Beau Schneider arrived shortly after the meeting was called to order.
Lorri McCool, Health/Title V Inspector was also present. Liz Manley and Deb Mahar were in attendance.

Liz Manley provided handouts regarding the Dart trailer and its rules and regulations. Liz also had the Shelter Response Manual and discussed how certain sections are out of date and she will be updating the book. Due to use of the Dart trailer previously without clear direction or approval by Wendy LeSage from Palmer animal control, clarification has been established from Larry Holmberg and also the Hampden County Health Coalition thru Lorri McCool. All pertinent paperwork in regards to the trailer is now in the BOH office along with the protocol. A total inventory of the trailer has been done and 3 new locks have been installed. Liz Manley will discuss chain of command with Evan Brassard, Town Adm. and necessary changes to be noted for the use of the Dart trailer. Carrie Payne stated, that the shelter and the Dart trailer should coincide when opened in an emergency/disaster situation. The trailer is not a mobile kennel unit or to be used for those purposes. Liz questioned the need for MOA’s with other towns in advance or did the BOH feel that the required forms that need to be filled out for use of the trailer by other towns were sufficient? Lorri McCool and Carrie Payne both stated that the forms are sufficient being more extensive than a MOA, ( Memorandum of Agreement). The Dart trailer has never actually been in use for a disaster, as it was acquired after the tornado. Liz Manley has had discussions with both Wendy LeSage and Jamie Yates-Yee in regards to a Dart, member criteria and establishing a lead contact.

Deb Mahar was present to explain the proposed FY2016 trash rate containing a six dollar increase over FY 2015. The increase is derived from the built in escalation in the Republic Service’s contract over the  duration of the contract. Deb Mahar also explained, what the cost is to cover after the monies are brought in with the 2965 trash bills including estimated $58,000 in abatements, clerical, and interest. The trash enterprise account was set up to pay for all the services out of that account and be relatively
self- sufficient.

Lorri McCool advised the Board of the upcoming court date of Aug. 24th in regards to the property at 57 Stafford Rd. There have been trash complaints to the elderly property owner for clean-up and to date is not in compliance. Lorri will see, if any further clean-up takes place by the weekend.

The atty. handling the deceased affairs of the Monson resident from High St. has been to the office and obtained the box of personal effects.

A complaint has been filed with the BOH in regards to the countertops at the Polish Amer. Club. Lorri advised the Board, she did an inspection at the club last week and there is still construction underway and a new counter is going to be installed.

Joanna Sorreiro made motion to accept the minutes from the August 05, 2015 meeting and seconded by Vicki Alfano.  All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.

Wayne Yee opened discussion on the revised new BOH logo.  Board members were in agreement on the new softer colors, smaller caduceus with a slightly darker hue, smaller BOH lettering and the appropriate symbols. Joanna Sorreiro emphasized, that she would still like to see the re-cycling symbol on the new logo. Joanna feels that with the BOH stressing re-cycling, it should have its own representation. Carrie Payne said, she felt the triangle only represented can and bottle re-cycling where the green leaf was a universal symbol of the entire natural environment. Wayne Yee stated, that even Title V was not represented individually. Joanna still was inclined to say that we have hazardous waste, bio waste, etc. on the logo, but not re-cycling necessarily singled out. Carrie Payne and Vicki Alfano said, they liked the green leaf and thought it embraced a more up to date, all natural, re-purposing and re-using of all materials. Beau Schneider had originally suggested maybe the triangle (re-cycling symbol) symbol could be put around the leaf. Wayne Yee stated, “everything is symbolic”. Carrie Payne made motion to accept the new logo with smaller lettering and 50% shading of caduceus, the softer tones of color overall and the green leaf as symbolic and representation of re-cycling/re-purposing. All in favor and Joanna Sorreiro nay. Wayne Yee to make the necessary changes and then to check with Ludlow Printing and Roberts Printing on have BOH stationery printed and decals.

The AED/defibrillator has been ordered for 110 Main St. along with the stainless steel wall housing. The quote was retained for under the $2000.00 cap and the unit was secured under an 8 yr. warranty opposed to the usual 5 yr. A letter of appreciation to Dr. Doyle has been drafted and ready for Board signatures.

Wayne Yee proposed to the Board the new changes for Bulky Day 2016. In trying to keep consistency, it was suggested to hold the Spring Bulky Day on the last Saturday of April and the Fall Bulky Day on the last Saturday of September. Claire Forgues checked with Republic Services and this would also accommodate their scheduling. Joanna Sorreiro mentioned the Town Wide Clean-up and how that might affect that event. As long, as the clean-up was held prior to Bulky Day, this should not pose a problem. Motion was made by Chair, Carrie Payne to change the 2016 Bulky Day dates here forward to the last Saturday in April and the last Saturday in September. All in favor.

Joanna Sorreiro has secured the Bite-Lab once again this year for demonstration at the Monson schools. High school seniors possibly could do a project. The Bite-Lab will also be available for the Health Fair.

Claire Forgues advised the Board that she had been in contact with Lori Stacy at the Senior Center about a possible Health Fair. The date is set for Saturday, Oct. 17th from 10-2p.m. Peg Harrison from the Senior Center had called and suggested a cover letter go out inviting vendors and the registration forms for the event. Joanna Sorreiro suggested maybe the Health Fair could also use the large conference room at 110 Main St. She already had a list of interesting vendors that possibly would like to participate and not all could be accommodated at the Senior Center. Claire Forgues to check with Town Adm. Evan Brassard about the possibility of using 110 Main St.  There would be interested vendors in participating and also selling their products and Claire to check with Lorri McCool as to the stipulations on permiting. Joanna Sorreiro agreed to head the Health fair committee.

The prepared beaver permit for Neiske Rd. was available for review along with the pictures. It was suggested that a call be placed to John Morrell to ask for the feedback from the trapper. Eric Schaffer is to be providing the Board a quote on a beaver deceiver. Any changes to the wording on the current beaver permits, tabled for future meeting.


Bill schedules, abatements and payroll were signed.

Correspondence was reviewed.   

Next meetings are scheduled for Wednesday, September 9th and September 23rd  at 5:30 p.m.
