Regular meeting of the Monson Board of Health was called to order at 5:31 p.m.
Members present were Carrie Payne, Beau Schneider, Vicki Alfano, Wayne Yee and Joanna Sorreiro.
Lorri McCool, Health/Title V Inspector is on vacation.
Lorri McCool passed on information that all her inspections from Summerfest were in compliance. It was questioned by Vicki Alfano that Tree House Brewery had beer available at the beer garden at Summerfest. Was this beer purchased outright or was there pouring? Tabled for next meeting is discussion of one day permit fees for certain booths that are for profit participating in Summerfest.
Joanna Sorriero stated that she did not see an entry in the minutes about surveillance cameras possibly at Quarry Hill School that could have been reviewed for illegal dumping after hours of Bulky Day in May. The BOH is not sure where or if the school has such cameras and who would be responsible to review footage. If the Bulky Day events were to be kept at Quarry Hill, this definitely would have been a suggestion by the Board.
Carrie Payne made motion to accept the minutes from the June 10, 2015 meeting and seconded by Beau Schneider. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.
Carrie Payne initiated discussion about the upcoming Bulky Day and relocation to 29 Thompson St. Vicki Alfano and Claire Forgues met with Mike Szczepan from Republic Services to evaluate the new site. Mike did not foresee any problems with bringing in all the equipment for the event and lent many suggestions for an easy 2-lane traffic flow. Carrie Payne mentioned possibly having the highway dept. mark out with temp. paint, lines for where the equipment is to be placed. Wayne Yee stated that they have the holders that the paint cans fit into for marking. Wayne Yee volunteered to take the banner and make the temporary changes for the Oct. event and then possibly the Board purchasing a new banner for the Spring. To be decided and discussed at a later date. John Morrell had also stated on our initial tour, that the light board can be
set up on Main St. to advertise the location change. Vicki Alfano suggested that a sign be put at the end of the driveway at Quarry Hill on the morning of Bulky Day to remind residents of the new location at 29 Thompson St. It was suggested , we will need extra police coverage that day for traffic control. Carrie noted that the regular hours are from 8-1 p.m., but this first event at the new location might run longer. Claire Forgues will speak to Evan Brassard, Town Adm. about notifying Park & Rec. who schedules events at Moriarty Field for Pioneer Valley. During the Bulky day events, there aren’t to be any sporting events at the field due to traffic constraints. Suggestions were made on what dates to change the 2016 events. Carrie Payne made motion for : Option #1, would be the second Sat. in May and the 1st Sat. in October. Option #2, would be the second Sat. in May and the second Sat. in October. General consensus would be to keep both Saturdays the same for
ease to residents. With the vote of 3 for Option #1 and 2 for Option #2, Chair Person, Carrie Payne made motion to change the 2016 Bulky Days and going forward to the 2nd Saturdays of May and October.
Wayne Yee has presented a new BOH logo for the Boards review. Both Joanna Sorreiro and Vicki Alfano suggested that the Board was more than just medical board and possibly the recycling symbol along with Title V should be included. Beau Schneider and Carrie Payne agreed, although Beau said, we do work with infectious diseases and MAVEN. Wayne felt if, he made the center medical symbol smaller and added the other symbols, it would be very progressive. All the Board members were in agreement on the new, softer colors. With this being the 20 year anniversary for the Board, separating from the Selectman, this is an opportune time to initiate the new logo.
Joanna Sorreiro inquired who might be interested in the teleconference on July 14th at 2pm on heroin and opiate abuse. All members will try to attend and Claire Forgues to reserve the small conference room. Joanna will try and contact Scott Malo and invite him to attend from Monson HEARS.
Vicki Alfano inquired what activity was happening at 305 Silver St. and were there any new permits applied for. Claire Forgues advised, possibly a residential kitchen and a renewal on the installer permit.
Bill schedules, abatements and payroll were signed.
Correspondence was reviewed.
Next meetings are scheduled for Wednesday, August 5th and August 19th respectively at 5:30 p.m. The proposed July 22nd meeting has not been scheduled.
