Regular meeting of the Monson Board of Health was called to order at 5:31 p.m.
Members present were Carrie Payne, Beau Schneider, Vicki Alfano, Wayne Yee and Joanna Sorreiro.
Lorri McCool, Health/Title V Inspector was also present.
Lorri McCool informed the Board that Tree House Brewery would be having a large function Sat., June 13th from 1-6p.m. She will unfortunately be out of town for the weekend, but she will be contacting another health inspector to monitor the permits for the event. Two food vendors have applied for permits B.T. Catering and How We Roll. A third vendor for fried dough did not submit paperwork and therefore will not be allowed to participate.
Lorri advised the Board that she is working on a couple of trash complaints that she has already sent correspondence to the homeowner. At this point, she will be filling out paperwork for court proceedings.
Joanna Sorriero has been in contact with the school and distributing letters to parents of the “favorites” in the poster contest. Parents will be asked to come to the BOH office to pick-up their recycle bin and certificate.
Carrie Payne made motion to accept the minutes from the May 20, 2015 meeting and seconded by Vicki Alfano. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.
Carrie Payne initiated discussion about the upcoming tour to Hillside on Wed. June 17th. What are the Board’s concerns about possibly re-locating Bulky Day to Thompson St.? Traffic patterns, amount of space for all the equipment, what are the sizes of the roll-offs and would they fit., how much room is needed for drop-off, can containers be dropped on grass, width of area for 3 car passing, and is Conservation considered. These were many of the concerns. Beau Schneider said, it might be worthwhile to check with Republic services and ask about the grassy areas and also the length of the roll offs and how much space is needed to drop the containers. There are also many other pieces of equipment that are present at Bulky Day that have to be given consideration including, P & F, (2) two trash compactor trucks, (4) roll offs,
Pro-Shred, tire truck, 2-3 electronic containers, adm. tent for personal, highway dept. front loader just to mention the regulars. Claire Forgues is to contact Republic Services to obtain the dimensions of the containers for planning purposes. Joanna Sorreiro said, we should have all the specs on the containers and any restrictions in writing. Wayne Yee also suggested that we get input from the school dept. on their past concerns with using Quarry Hill and what we could possibly do to make the event/situation better. Per Wayne Yee, the Board wants to be proactive in this decision. Joanna Sorreiro also inquired about the overflow of bulk items from Bulky Day. Even if, Hillside is a viable option, excess trash would be an eye-sore until removed. Carrie Payne said, we also have to take into consideration sporting events that are held at Moriarty Field which abuts Thompson St. The Board and the Town is also coming up on contract renewal time with Republic Services, so now would be time
to put any changes or requests on the table. Carrie Payne mentioned the possibly of having a stipulation added to the contract negotiations about a guaranteed removal the next business day after Bulky day. Claire will also send out an e-mail to appropriate depts. to attend the tour. Everyone agreed that before any final decision everyone is clear on all issues and appropriate questions answered.
A Monson resident stopped in the office with a broken mercury thermometer and asked about disposal. Upon checking, Claire called the resident back and said to save it for Hazardous waste day in Nov. The thermometer was safely contained.
Wayne Yee had borrow the Community Health Assessment book and said, that he found it to be an interesting read. The town of Ludlow and also W. Spfld. show a high substance abuse problem, as recorded. Vicki Alfano said, that there are also enormous problems in the communities of E. Long., Palmer, and Agawam that come through her facility.
Bill schedules, abatements and payroll were signed.
Beaver permit re-wording discussion tabled for future meeting.
Correspondence was reviewed.
Next meetings are scheduled for Wednesday July 8, and July 22nd 2015 at 5:30 pm.
