May 6, 2015
Regular meeting of the Monson Board of Health was called to order at 5:32 p.m.
Members present were Carrie Payne, Beau Schneider, Vicki Alfano, Wayne Yee and Joanna Sorreiro.
Lorri McCool, Health/Title V Inspector was not present.

Bulky Day figures were recapped and discussion was opened on changing the date of the May Bulky day due to conflicting scheduling with Republic Services. Also, due to the magnitude of bulky items brought for disposal, a new location of Hillside School was proposed. There appeared to be illegal dumping after hours which also added to the amount of surplus. Joanna Sorreiro asked, if the school had surveillance cameras in the parking lot and why the police dept. wouldn’t act on offenders? Carrie Payne immediately and strongly voiced her opinion that Hillside could not accommodate the event. Wayne Yee inquired where else in Town could an event be held? Joanna Sorreiro asked about the property where the old Monson dump was. That is not a viable location. An aerial view and traffic flow from Evan Brassard was passed amongst the Board. Traffic would be routed thru Granite Valley and disposal would be at Hillside. Carrie once again expressed there just wouldn’t be enough room for all the equipment and traffic flow. Beau Schneider initially thought, it might be feasible, until he realized the roll-off containers could not be put on the grass. Wayne Yee said, he would produce a computer overlay of Quarry Hill School with our Bulky Day equipment super imposed over Hillside for another visual. Joanna Sorreiro asked, why Monson didn’t have a re-cycling center, as other towns do? She had been questioned by a resident. Vicki Alfano stated that the Board, Evan and anyone else involved should do a site visit and measure the area out. Claire Forgues mentioned e-mails from Dr. Smith in regards to his concern about changing the date, as too many residents familiar with what we have had in place for years. Carrie Payne then stated that changing location would also raise a bigger concern. Vicki Alfano agreed, as to why all the concern over changing a date a year from now when moving location would also cause change. Further discussion of a new date and location tabled for next meeting pending more research. Carrie Payne stated, we also need discussion with other pertinent departments.

From the poster contest, there were three (3) gift certificates left. They will be filed for a future event. Reporter from the Journal Register stopped into the office to obtain further info on the contest for the paper and a list of all the favorites.

Quote received from Big Belly to purchase two (2) new solar re-cycling units for the Town. The Board reviewed the literature and Carrie Payne made motion and seconded by Vicki Alfano for the purchase. Placement of the units at playground behind the new office building and Dave Grieve Park are tentative. This information will be forwarded by Evan Brassard to the selectman for discussion.

Joanna Sorreiro asked, if Monson water contained fluoride? Carrie Payne responded “no”. Any other information on town water would be directed to the water dept. for clarification.

Hazardous Waste Day to be scheduled for the first Sat. in Nov. which is the 7th. Contract from Clean Harbors to be signed by the Chair, Carrie Payne and sent over in the morning to Clean Harbors via e-mail. A cap of $8500.00 set for the contract.

Claire Forgues reminded Board members to sign their Open Meeting law forms and return to the Clerk’s office.

Joanna Sorreiro is to pick up the Bite Lab in Amherst on Monday the 11th and has been in touch with the schools for its display of the lab. It is on loan to the Town of Monson for one week. Joanna is in charge of the coordination with the schools.

Carrie Payne made motion to accept the minutes from the April 22, 2015 meeting and seconded by Beau Schneider.  All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.


Claire Forgues, in Lorri McCool’s absence, advised the Board that the resident from High St. had passed away.


Bill schedules, abatements and payroll were signed.


Beaver permit re-wording discussion tabled for next meeting. Beau Schneider noted that the Board should produce a consistent permit. Vicki Alfano mentioned, she’d like to see an area on the permit containing results of the trapping (ex. how many caught) and Wayne Yee mentioned possibly an area showing the trappers license information. Also, the Board would like to receive information from Conservation, if a dam is breached.

Monies from Republic Services, “gifts to the town” will be forwarded in June per Bruce Stanas to the Town of Monson to order the defibrillator for 110 Main St.

Correspondence was reviewed.   

Next meeting is scheduled for Wednesday May 20, 2015 at 5:30 pm.
