Regular meeting of the Monson Board of Health was called to order at 5:32 p.m.
Members present were Carrie Payne, Beau Schneider, Vicki Alfano, Wayne Yee and Joanna Sorreiro.
Lorri McCool, Health/Title V Inspector is on vacation.
Carrie Payne made motion to accept the minutes from the April 08, 2015 meeting and seconded by Beau Schneider. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.
A copy of the new Open Meeting Law was distributed to each member for review and signature.
Claire Forgues, in Lorri McCool’s absence, advised the Board the current status of the High St. resident.
Spring Bulk Day all scheduled and Beau to get banner to Rodney Beaulieu to have it hung. Thought is to be given for a new date for the Spring Bulky Day for next year, prior to the trash schedules being printed. Last Sat. in April a possibility. Tabled for further discussion.
Clean Harbors has been contacted and currently the first two Sat.’s in November are available. Vicki Alfano made motion to set the date for Nov. 7th and it was seconded by Carrie Payne. All in favor. Claire Forgues to contact Clean Harbors to set the date and obtain the contract.
Bill schedules, abatements and payroll were signed.
The re-cycling posters have been judged at tonight’s meeting to determine the winners. 18 classes participated. Pictures of the winners have been taken and results to follow by Bulky Day.
Beaver permit re-wording discussion tabled for next meeting. Carrie Payne read the correspondence letter from John Morrell to the Board. The Board was unanimous about their intention to have transparency with the beaver permits and to update the old versions of the permits. Wayne Yee inquired what the process was after a beaver was trapped? Is the dam automatically breached? Beau Schneider and Carrie Payne both explained, that there are other variables that are addressed on an individual situation basis. Leslie Duthie currently has not received a return call from the USDA. Beau Schneider drafted a letter to John Morrell in response to his correspondence with the Board. Joanna Sorreiro suggested that in reviewing the old permit format, it could be added, in conclusion, “the Board of Health needs documentation on the resolution of
the problem”. Carrie Payne said, that currently most towns have similar forms to ours. Claire Forgues is to re-type letter/reply to John and forward to the Highway dept.
Monies from Republic Services, “gifts to the town” will be forwarded soon per Bruce Stanas via check made out to the Town of Monson to order the defibrillator for 110 Main St.
Correspondence was reviewed. Letter that Carrie Payne received on the smoking coalition regulation has been tabled for a future meeting. It will be kept in correspondence for next meeting. Possibly someone from the tobacco coalition can come and speak in regards to this letter and the proposal of the age regulations. Vicki Alfano said, she would like to hear what they had to say and who was going to enforce a possible new age regulation. #3 The Bite Lab literature was reviewed and Joanna Sorriero will make contact with the sponsor and see, if we can obtain the display for the schools. It was stated that this is to be an abundant year for ticks. Beau Schneider asked, if Paul Demaio had been certified for the distribution of the mosquito cakes? Claire Forgues to check. Wayne Yee informed the Board that putting a dab of
ammonia on a mosquito bite will neutralize it. Lorri McCool still has #6 from Jan. 8, 2014 meeting.
Next meeting is scheduled for Wednesday May 6, 2015 at 5:30 pm.
