March 11, 2015
Regular meeting of the Monson Board of Health was called to order at 6:05 p.m.
Members present were Carrie Payne, Beau Schneider, Vicki Alfano, Wayne Yee and Joanna Sorreiro.
Lorri McCool and Liz Manley (MRC) were also present.

Congratulations to Joanna Sorreiro as the newest appointed BOH member. The Board has a full complement of five (5) members.

Carrie Payne made motion to accept the minutes from the February 18, 2015 meeting and seconded by Beau Schneider.  All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.

Bill schedules, abatements and payroll were signed.

Liz Manley presented the Board with an overview of Monson’s MRC. At this time, she would urge all members of the BOH to become MRC members. The MRC members are at the BOH disposal to assist at Drug Take Back days, Health fairs, Bulky Day, emergency shelter preparedness, etc. Applications provided. Wayne Yee, asked about the Dart trailer and how this services in an emergency. Liz explained that it is filled with supplies for animals that possibly would accompany their owners at the shelter. At a later date when the trailer is moved from its current location of 29 Thompson St. to our new building at 110 Main St., Board members will have an opportunity to view the contents. Lorri McCool added that possibly the Dart trailer can have more exposure, as to its use being included in the Summerfest parade and also on display at any upcoming health fairs. Possibly, Hampden and NorthHampton could be contacted to participate with their units. Liz also advised, that she will be at the 2015 Farmer’s Market with information about sunscreen use and the tick season. Sometime, the week of March 16th, there is to be a surprise MRC drill with member notifications by phone, text, or e-mail for staff to respond to an emergency drill. Those contacted are to respond to their first choice. Liz thanked the Board for their time and hoped, she would be adding to the membership.

Re-wording the language and broadening the usage for funds in our recycling account has to be submitted to the Town Administrator by April 7th to be reviewed and included for the May 2015 Town meeting. Expanding content and amending current title to include Hazardous waste materials to be submitted.  “Use” section to be proposed as: To pay for the collection and disposal of recycling and hazardous waste materials including costs directly related to the implementation of recycling and hazardous waste programs for the Town of Monson. Carrie Payne made motion to accept new proposed wording to this line item. All in favor.

Vicki Alfano is working on the final presentation for the poster recycling contest at the school. She will make the presentation to the superintendent. The BOH will supply the poster board to all the students with funding from the recycling account and the students can create their posters using the media of their choice. At the conclusion of the contest, posters will be judged at a BOH meeting.

Lorri McCool updated the Board on Betty Holmes. She has signed her lease and should be re-locating to Colonial Village. Any further progress with locating the well on her King St. property will be delayed until further into the Spring. Marion Tobin is still currently in East Longmeadow and the apt. she had viewed was awarded to someone else. She is currently looking at another apt. in Holyoke. The property on T-Peck Rd. has been secured, boarded up and posted. The electricity to the building has been shut off, per court order. Lorri advised the Board that she had accompanied B.J. Church, Building Commissioner to 216 Main St. for extensive water and egress problems. The landlord was notified and the building department is handling all the inspections and follow-up repairs to date. Joanna Sorreiro asked, what happens in this case, if a landlord doesn’t comply? Lorri McCool explained, the codes from the Board of health perspective, as to how it relates to the tenants. Other possible infractions are handled from the building department. Two other addresses including 4 Green St. and Margaret St. also had tenant complaints which are currently being reviewed and corrected. The Margaret St. address has an ongoing skunk problem and the landlord is working with an exterminator.

Copies of the Open meeting law distributed to all Board members.

Beaver permit re-wording tabled for next meeting. Beau Schneider to contact Leslie Duthie and also the USDA and report at the next meeting.

Updating of BOH home page on town website tabled for next meeting.

The Board briefly discussed personal for the May Bulky Day. All board members should be able to attend and assist. Wayne Yee inquired about the possibility of having a “swap area” for items that could be re-purposed by another resident. He was advised that in years past, the Board had an area designated “Klicky Swap” and that over time, had been eliminated. Possibly this could be re-vamped with fresh ideas and coordination. More discussion tabled for upcoming meeting.  Finances for the event were questioned by Wayne Yee, as to both incoming and expended monies and the possibility of another non-fee event or possibly fifty percent reduction on cost items was considered. Further discussion tabled for the next meeting.

Monies coming from Republic Services, “gifts to the town”, were briefly discussed. A defibrillator for the Town Office building was discussed, as a great idea. More discussion tabled for next meeting.

Correspondence was reviewed.    Lorri McCool still has #6 from Jan. 8, 2014 meeting.

Next meeting is scheduled for Wednesday March 25, 2015 at 6:00 pm.
