February 18, 2015
Regular meeting of the Monson Board of Health was called to order at 6:03 p.m.
Members present were Carrie Payne, Beau Schneider, Vicki Alfano and Wayne Yee.
New potential Board member Joanna Sorreiro was present.

Beau Schneider made motion to accept the minutes from the January 21, 2015 meeting and seconded by Vicki Alfano.  All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.

Bill schedules, abatements and payroll were signed.

Lorri McCool who could not be present, left information that she had been in contact with Donna Bergeron at the Housing Authority and the handicap apt. for Betty Holmes should be available by the end of next week for occupancy. Any further work on the well at the Holmes residence at 36 King St. will be delayed until spring.

Carrie Payne advised the Board that this might be a good time with new members coming aboard to read and discuss, if necessary, the Open meeting law. Claire will make copies for everyone.

It was reviewed with members that trash re-cycle bins are now $5.00. The Collector’s office has been notified.

With all Board members input in the past few weeks, the 2014 Town report has been completed and forwarded to the selectman’s office.

Trash pick-ups continue to be a problem for certain areas with the abundance of snow and ice. As complaints have been coming into the BOH, the highway dept. has been forwarded the information. North Lane continues to be problematic, as the driver has not been able to back-up the road. Beau has been in contact with one of the resident’s from the street and this does pose a public safety issue with weeks of uncollected trash. Republic Services has suggested that the houses involved have their trash put at the bottom of the hill for pick-up until further notice.  Lakeshore Dr. and Pulpit Rock also posed severe conditions and with the assistance of the grater and sander, pick-up was arranged with Republic last Sat. a.m.  Certain areas will continue to pose trash removal problems until there is a break in the weather.

Chair, Carrie Payne once again voiced concern over our beaver problems and what the Board might be faced with this Spring. In a continuing effort to keep communications open between residents, town departments and the Board of Health to work on viable, long term solutions with the beavers and the areas that are most affected, Carrie drafted a statement, made a motion, seconded by Vicki Alfano and  unanimously accepted,  to be included in the minutes.

                       “ The  intention of the Board of Health is to work in a proactive manner to address the long standing beaver problems that have been identified in town. The BOH would like to identify a beaver problem early, have an open meeting where conservation, highway department, BOH and residents can all come together and brainstorm ideas for a long term resolution prior to there being a disruption in road access.

                      The BOH wishes to work with the highway department and conservation in a transparent fashion, so that we can best serve the residents of Monson. We will continue to reach out to those departments, as this problem must be managed by all three departments and cannot be resolved by one department alone. This problems requires collaboration in order to find the best solution.”

Wayne Yee and Joanna Sorreiro were both given an overview of the roads involved in beaver flooding and issues that had arisen in the past. Vicki Alfano and Beau Schneider both reiterated how important it is to act on the problems quickly and document situations with pictures. Carrie also stated that she would like to see implementation of the outcome and status of each granted permit upon completion of the 10 day trapping. This would entail feedback from the trapper. The wording on the current permit to be reviewed and is tabled for the next meeting.

Joanna Sorreiro submitted her BOH application for appointment to the Board. The Board will now have a full compliment of (5) members with her appointment on Tuesday, February 24th by the Selectman. Joanna asked, if the Board had information on well water testing facilities in the area. The address and telephone number for Quabbin Analytical was provided.

With spring approaching, it is time to give thoughts to the monies coming from Republic Services, “gifts to the town”, as according to the Town contract. Claire Forgues suggested possibly a defribulator for the new office building might be a possibility. Members were asked to give thought for this year and discussion was tabled for next meeting.

Re-wording the language and broadening the usage for funds in our recycling account has been tabled for the next meeting. Vicki Alfano to present the contest plans for the schools to the superintendent with an April projection date. Both items are to be put on the agenda.


Correspondence was reviewed.    Lorri McCool still has #6 from Jan. 8, 2014 meeting.


Next meetings are scheduled for Wednesday March 11, 2015 and March 25, 2015 at 6:00 pm.
Carrie Payne made motion to adjourn at 8:16 pm, seconded by Vicki Alfano.
