Regular meeting of the Monson Board of Health was called to order at 6:08 p.m.
Members present were Carrie Payne, Beau Schneider and Vicki Alfano. Lorri McCool was also in attendance.
Carrie Payne made motion to accept the minutes from the Nov. 5, 2014 meeting and seconded by Beau Schneider. . All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled. Lorri McCool retaining #6 from Jan. 8, 2014 meeting.
Bill schedules, abatements and licenses signed. Claire Forgues working on the license and permit renewals that are to go out for 2015.
Lorri McCool advised the Board of meetings she attended this past week. The Town’s shared nurse would like to hold a flu clinic and it was suggested to Lorri by Vicki Alfano that possibly the shared nurse should contact the senior center direct to make arrangements. Lorri will put the nurse in contact with Lori Stacey. It was also suggested that the nurse attend one of the forthcoming BOH meetings possibly in Jan. or Feb. to present her future plans for the Town. The Public Health meeting focused on why Hampden County is the lowest on the health radar. A representative from UMass gave a presentation along with two State Representatives, HNE, and Holyoke hospital. More people in Hampden County need to be provided necessary services. Regionalization was discussed. Small towns would certainly suffer funding. Larger cities would thrive.
Another part of the economics was the amount individual town’s designate to their inspectors with town based monies and fee’s. A representative from Worcester, Ma., spoke to say that his city has grown and thrived. Through a lot of community work, planning and coordination, they are doing well.
On Tuesday, Lorri attend the “Outbreak Anarchy” seminar for emergency preparedness. Small groups worked on computers planning out a Step 5 pandemic in their community. Those participating pretended to set-up operations to open a shelter. Police, fire depts.and school depts. had to be coordinated. Lorri said,” it was a most interesting exercise.”
Beau Schneider and Vicki Alfano attended the MAHB training program held Sat. Nov. 15th in Marlboro, Ma. Among the presentations measles and hazardous environmental facilities were found to be most interesting. Beau and Vicki had the opportunity to meet Charlie Kaniecki who was most knowledgeable and a good resource for questions.
Discussion on re-wording the language in our recycling account to be given consideration and tabled for the next meeting.
Lorri McCool advised that displaced resident from condemned home was accepted on waiting list for Colonial Village in Hampden, Ma.
Carrie Payne will extend another invitation to Mr. Scott Malo to attend the next meeting regarding “Monson Hears” and future coordination with Monson BOH.
Carrie Payne inquired, if the Board had the opportunity to review the new format for future meetings. Hopefully, this will streamline the meetings and be more productive within time constraints. Beau Schneider and Vicki Alfano both said, they liked the format, but would at times need to be “fluid”. At a future meeting, the Board is also to review the BOH data on the Town website and update any outdated links.
Vicki Alfano and Carrie Payne made a premise visit to Echo Hill Orchards to inquire about the water testing of their PW . To date, the paperwork had not been submitted to the Board. The owner advised that it still had not been done and Vicki Alfano explained the regulations and its importance, especially with all the spraying of pesticides. Per Lorri McCool’s suggestion, until the BOH receives the results of the well testing, no permits will be granted to the orchard for operation in 2015.
Beau Schneider has consulted and researched with the State and also Town legal on the legality of assessing fines for floor drains not properly maintained or paperwork submitted to the Board in a timely manner. After thorough discussion, Carrie Payne to draft letter that will be signed by the Board and sent certified mail to the one outstanding business that has not complied. After the specified date, a fine of $200.00 a day, as stated in the penalty clause (Section VII) of the floor drain regulation will be enforced.

Correspondence was reviewed. Literature on the new textile recycling to be tabled for future meeting. Lorri McCool still has #6 from Jan. 8, 2014 meeting.
Next meeting is scheduled for Wednesday December 10, 2014 at 6:00 pm.
