October 15, 2014
Regular meeting of the Monson Board of Health was called to order at 6:16 p.m.
Members present were Beau Schneider and Vicki Alfano.
Carrie Payne was absent.

Carrie Payne was to extend an invitation to Mr. Scott Malo to attend a meeting in the future regarding “Monson Hears” . Update, tabled for future meeting in Carrie Payne’s absence.

Claire Forgues informed the board on the proposed stainless re-cycle bins and trash receptacles for the new Town office building. After a discussion with Republic Services months ago before construction started, Paul Demaio and the BOH, a motion was made to have the BOH fund the materials/equipment from the BOH recycling materials account. Motion was made by Beau Schneider, all in favor. Estimated cost $4500.00. The Board will take under advisement other suggestions for this account and bring them forward at the annual Town meeting in May to expand the use of this account. Other possibilities might be funding for Hazardous Waste Day in the fall of 2015 and expanded programs at the schools. Vicki Alfano made a suggestion that she would undertake a re-cycling poster contest at the elementary level and future discussion was tabled for the next meeting.

Vicki Alfano advised all stray cats from condemned address in her barn.

Liz Manley has withdrawn her BOH application for a seat on the Board. Liz has also made appropriate changes to the MRC contact list on both the local and State level.

Beau Schneider spoke about the community nurse  Angela and how she might serve Monson residents. Ideas were tossed around about possibly a health fair in conjunction with the senior center, continued Maven monitoring, flu clinic, and possibly reviewing any needs that might come out of the health survey. Vicki Alfano said that the amount of walk-ins for flu shots have drastically dropped at Urgent Care, as many pharmacies offer the services now.

Sani-Can at job sites discussion tabled for future meeting. Beau Schneider to gather more information from building inspector, OSHA and research.

Board to work on updating links on BOH, town website. Will re-vamp BOH responsibilities.

Motion to accept the minutes from October 2, 2014 was made by Beau Schneider and seconded by Vicki Alfano. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.

Bill schedules, abatements and licenses signed.   Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.  

Correspondence was reviewed. Lorri McCool still has #6 from the Jan. 8, 2014 meeting.

Board of health responsibilities:      
  • Beavers – Carrie Payne –DOT is involved with the beavers down on Stafford Rd. Copy of beaver permit faxed to Ken (DOT) incase beavers need to be trapped. Beau Schneider stated that as far as the 30 days permits, the State has not been enforcing them. When Beau spoke to the State, they said they had received all the copies from our office going back to May. Beau said, that he will send a letter to DPH and inquire about clarification and subsequently stay in touch with Conservation. Vicki Alfano made the suggestion at this point that the BOH just attend to our 10 day permits.
  • Bulky Day –Sat. October 4th-Very successful event despite the weather conditions. Summary posted under News and Announcements on Town website. Thank you letters signed by Board.
  • Communicable Diseases- Beau Schneider- nothing new to report. Community nurse monitoring Maven. Beau will check in with Maven also.
  • Emergency Preparedness –Carrie Payne- nothing new to report.
  • Finances- Beau Schneider- Possible funding of recycling/trash receptacles for new Town office building.
  • Floor Drains- Beau Schneider- EWS outstanding paperwork. Beau Schneider to contact EWS.
  • Food Safety-Beau Schneider – nothing new to report.
  • Hazardous Waste Day-Beau Schneider-last event Nov. 2013. Nothing planned at this time.
  • Health Fair- Carrie Payne-nothing new to report.
  • Medical Reserve Corp. Beau Schneider- Liz Manley updating contact lists.
  • Outdoor Wood Burning Units-Beau Schneider- one new application to be signed. Season starts Oct. 1st. BOH will have to inspect new permit once installation complete along with Building Inspector.
  • Press Relations-Carrie Payne- nothing new to report.
  • Recycling- Possibility of changing fee for bins to $ 5.00. All in favor. Deb Mahar to address rate change with the Collector’s office.
  • Tobacco-Beau Schneider- nothing new to report.
  • Trash- Lorri McCool dismissed case on Thayer Rd.
  • Wells- Lorri McCool& Beau Schneider- Lorri doing follow-up on Echo Hill well test.
Next meetings are scheduled for Wednesday November 05, 2014 and November 19th at 6:00 pm.
Beau Schneider made motion to adjourn at 8:23 pm, seconded by Vicki Alfano.
