October 2, 2014
Regular meeting of the Monson Board of Health was called to order at 6:09 p.m.
Members present were Beau Schneider, Carrie Payne and Vicki Alfano and Lorri McCool.

Others in attendance were as follows: Liz Manley.

Lorri McCool gave the Board an update on her recent meeting with the new Public Health Nurse for our area, Angela. She currently has been involved with Maven and looking for ideas on how she can also be of service to Monson. Angela felt that with the enormous drug abuse problems, possibly dedicating time to education to both elders and children might be beneficial. Lorri McCool suggested that possibly a retired or working pharmacist could shed light on drug interactions and effects. Carrie Payne and Vicki Alfano both felt that the new “Monson Hears” group might be contacted and ask Scott Malo to attend a BOH meeting for his suggestions on how the public nurse might benefit his group and new programs. Carrie Payne to extend an invitation to Mr. Malo to attend a meeting in the future.

Vicki Alfano advised, she has been working on the stray cat problem on High St. and hopes to have all 3 cats trapped by this weekend.

Beau Schneider will finish final drafts to the application process for new Board members and forward to the office. Liz Manley, from MRC is seeking a position on the Board and attended her first meeting. Liz will obtain her application.

Motion to accept the minutes from September 10, 2014 was made by Beau Schneider and seconded by Carrie Payne. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.

Bill schedules, abatements and licenses signed.   Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.  

Correspondence was reviewed. Lorri McCool still has #6 from the Jan. 8, 2014 meeting.

Board of health responsibilities:      
  • Beavers – Carrie Payne –new beaver issue has developed at a residence on 31 Stafford Rd. Lorri McCool and Vicki Alfano have been out to assess the problem. The hutch seems to be higher upstream, but a small dam is on the property. The homeowner is afraid a rising water level will affect his cellar. Currently, he has two sump pumps running. Pictures were taken by Vicki Alfano. Beau Schneider advised, he will send Leslie Duthie an e-mail explaining the situation and seeking a recommendation. The residence is on town water, but has a septic. Vickie Alfano to advise the homeowner of the Board’s discussion.
  • Bulky Day –Sat. October 4th-Claire advised the Board with the problem having the banner put up over Main St. A letter has been drafted asking the selectman to amend their regulations and allow the Board to have the banner up for two weeks before a Bulky Day event. All were in favor and the letter was signed. Also, it was discussed to compensate the individual that installs the banner and removes it. Vote unanimous in favor.
  • Communicable Diseases- Beau Schneider- nothing new to report. Community nurse monitoring Maven.
  • Emergency Preparedness –Carrie Payne- nothing new to report.
  • Finances- Beau Schneider- Board to review possibility to fund hazardous waste day next year.
  • Floor Drains- Beau Schneider- EWS only one with outstanding paperwork. Further discussion tabled for next meeting.
  • Food Safety-Beau Schneider – nothing new to report.
  • Hazardous Waste Day-Beau Schneider-last event Nov. 2013. Nothing planned at this time.
  • Health Fair- Carrie Payne-nothing new to report.
  • Medical Reserve Corp. Beau Schneider- Liz Manley possible candidate for BOH seat.
  • Outdoor Wood Burning Units-Beau Schneider- one new application to be signed. Season starts Oct. 1st.
  • Press Relations-Carrie Payne- nothing new to report.
  • Recycling- nothing new to report.
  • Tobacco-Beau Schneider- one tobacco violation. BOH does not need to act on violation.
  • Trash- Lorri gave update on situation on Thayer Rd.
  • Wells- Lorri McCool-Call made to Echo Hill by Lorri for yearly well test results.
Next meeting is scheduled for Wednesday October 15, 2014 at 6:00 pm.
Beau Schneider made motion to adjourn at 8:30 pm, seconded by Vicki Alfano.
