Regular meeting of the Monson Board of Health was called to order at 5:30 p.m.
Members present were Beau Schneider, Carrie Payne and Vicki Alfano.
Potential new Board member, Brian Mushenko in attendance.
Acting chair, Beau Schneider explained to Brian Mushenko the responsibilities of the Board of Health and asked, if he had any questions for the Board. If, after attending another Board meeting, he is still interested, he should submit a brief letter to the Board stating his intentions. Beau also discussed that any new candidate is required to complete the Open meeting law and the Conflict of interest information and test online.
Motion to accept the minutes from June 25, 2014 was made by Beau Schneider and seconded by Carrie Payne. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
Vicki Alfano asked for an update on the complaint regarding the dumpsters behind the Chinese restaurant. Lorri McCool, Health Inspector addressed the complaint and when she did a premise visit, the dumpsters were empty and clean with no apparent odor. She did speak to owners about the “grease bucket” advising them to monitor that as well. The complaintee has not called the office again.
At the last meeting of June 25, changes were discussed, compared and made after a review of surrounding towns and the intention of bringing rates for permits and licenses in line with other similar towns. The fee schedule for permits and licenses in certain categories was adjusted and voted by the BOH to unanimously accept. A cover letter to the selectman was signed by the Board and will be submitted for their review. These new rates will be in effect as of the new renewals for 2015.
Claire Forgues advised the Board that the Town Planner is currently working on the signage for the new office at 110 Main St. The Board was consulted on how their office should be identified. It was unanimously voted to read, “Board of Health”.
Bill schedules, abatements and licenses signed. Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.
Correspondence was reviewed including the 2014 annual DEP letter, a lyme disease report and a re-cycling educational e-mail from Springfield. Lorri McCool still has #6 from the Jan. 8, 2014 meeting.

- Finances- Beau Schneider- Dues submitted for MAHB and Naccho
- Floor Drains- Beau Schneider- Beau Schneider to discuss a few changes in the language with Kevin Bierman, plumbing inspector.
- Food Safety-Beau Schneider – nothing new to report.
- Hazardous Waste Day-Beau Schneider-last event Nov. 2013
- Health Fair- Carrie Payne-possibly this fall.
- Medical Reserve Corp. Beau Schneider- nothing new to report.
- Outdoor Wood Burning Units-Beau Schneider- nothing new to report.
- Press Relations-Carrie Payne- ad for new BOH members in Journal, M-Pact, and News and Announcements.
- Recycling- nothing new to report.
- Tobacco-Beau Schneider- E-cigs are under FDA. No e-cigs allowed in the hospitals.
- Trash- Republic Services paperwork on agenda for Selectmen’s meeting, July 22nd.
- Wells- Discussed old paperwork the office still had on file regarding the Springfield Sportsmen’s Club. Very interesting about (2) wells. Under DEP. Beau Schneider asked about how often the Board requests water testing of the well at Echo Hill Orchards, as well as residential kitchens not on public water supply including Sue Gendron and Deborah Carrington. Next meeting is scheduled for Thursday, August 14, 2014 at 5:30 pm.
